THIS IS A SOURCES SOUGHT NOTICE ONLY. THIS IS NOT A REQUEST FOR PROPOSALS. THERE WILL NOT BE A SOLICITATION, SPECIFICATIONS, OR DRAWINGS AVAILABLE AT THIS TIME.
The Naval Facilities Engineering Command, Mid-Atlantic is seeking eligible small business firms capable of performing construction services for the following:
P257- Design-Build, Ship Repair Training Facility, Norfolk Naval Shipyard, Portsmouth, Virginia
This project is for the design and construction of 157,271 square feet academic and applied instruction facility for ship repair training that consist of the following:
Provide 4 to 6-story building with a structural steel frame with columns and joists.
The building exterior walls will consist of brick veneer cavity wall construction with reinforced concrete masonry unit back-up with a sloped standing-seam metal roof over structural steel framing. Facility will be constructed to meet the acoustical performance criteria design for schools. Additional features include a raised loading dock, mechanical/ electrical equipment rooms, fire protection room, micro-exchange for student support, telecom rooms, passenger elevators, freight elevator, security and fire detection alarms, mass notification systems and all necessary components for the intruder detection system. Project demolishes multi-story modular building in the Controlled Industrial Area.
This project will provide Anti-Terrorism/Force Protection (AT/FP) features and comply with AT/FP regulations, and physical security mitigation in accordance with DoD Minimum Anti-Terrorism Standards for Buildings.
Built-in equipment includes one 20-ton overhead bridge crane, three elevators (four stops each), acoustic wall partition, high-density storage file system, fire booster pump, and mock-ups of ship repair components
Special aspects of this project include work in the Controlled Industrial Area (CIA) of the shipyard and construction phasing.
Operations and maintenance support information (OMSI) will be required in this project.
Department of Defense and Department of the Navy principles for high performance and sustainable building requirements will be included in the design and construction of this project in accordance with federal laws and Executive Orders. Low Impact Development will be included in the design and construction of this project as appropriate.
Special construction features include a concrete loading dock with access ramp and canopy, and a non-destructive testing dark room.
Site preparation includes site clearing, removing utilities and existing shallow foundations, excavation, testing and removal of contaminated soil, if existing, and grading and preparation for construction.
Special foundation features will include a concrete pile foundation.
Paving and site improvements include parking for approximately 180 spaces, roadway repairs, loading-unloading and dumpster pad, landscaping, fencing, curbs, sidewalks, signs and storm water drainage system.
Electrical utilities include primary and secondary distribution system, outside lighting, transformer and telecommunications infrastructure.

Mechanical utilities include sanitary sewer lines, storm water lines, gas lines, and potable water supply lines.
Facilities will be designed to meet or exceed the useful service life specified in DoD Unified Facility Criteria. Facilities will incorporate features that provide the lowest practical life cycle cost solutions satisfying the facility requirements with the goal of maximizing energy efficiency.
The project is sited in the 100-year flood plain and a minimum of two to three feet of fill will be required for the building site to raise the floor above flood levels.
All certified 8(a), certified HUB-Zone, veteran-owned small businesses (VOSB), service-disabled veteran-owned small businesses (SDVOSB), women-owned small businesses (WOSB), economically disadvantaged women-owned small businesses (EWOSB), small disadvantaged businesses (SDB), and small businesses (SB) are encouraged to respond.
Upon review of industry response to this Sources Sought Notice, the Government will determine whether a set-aside acquisition in lieu of full and open competition is in the Government���s best interest.
If the resulting solicitation is set aside for small businesses firms, it will include FAR clause 52.219-14, Limitations on Subcontracting, which states that ���The concern will perform at least 15 percent of the cost of the contract, not including the cost of materials, with its own employees.���
This office anticipates award of a contract for these services in August 2018.
The North American Industry Classification System (NAICS) Code for this project is 236220, with a small business size standard of $36.5M.

THIS SYNOPSIS IS NOT A REQUEST FOR PROPOSAL. It is a market research tool being used to determine the availability and adequacy of potential small business sources prior to determining the method of acquisition and issuance of an award. The Government is not obligated to and will not pay for any information received from potential sources as a result of this synopsis. It is requested that interested SMALL businesses submit to the contracting office a brief capabilities statement package (no more than 15 pages total) demonstrating the ability to perform the requested services.
All responses shall include the following:
1. Completed SOURCES SOUGHT ��� CONTRACTOR INFORMATION FORM (form attached) that provides information on your company including type of business and bonding.
Note: If you are submitting as an 8(a) Mentor Prot��g��, please indicate the percentage of work to be performed by the Prot��g��.
2. Completed SOURCES SOUGHT ��� PROJECT INFORMATION FORM (form attached) for each of the submitted relevant projects (a maximum of five projects). Ensure that the form is completed in its entirety for each project and limited to two page per project. Ensure that the description of the project clearly identifies whether the project is new construction or renovation, the square footage and final construction cost, and addresses how the project meets the scope/complexity requirements.
Submit a minimum of two (2) up to a maximum of five (5) relevant construction projects for your firm completed in the past ten (10) years that best demonstrate your experience on projects that are similar in size, scope, and complexity to this project.
The submission shall demonstrate a minimum of one relevant project experience with both relevant Industrial and Academic/Administrative facilities as detailed below.
The attached Project Information Form shall be utilized to demonstrate experience. For purposes of this sources sought, a relevant project is defined as follows:
Industrial Facility:
Size: A project consisting of 40,000 square feet or more.

Scope: New construction of an industrial and/or maintenance facility.
Complexity: Facility contains the following features: high bay, complex mechanical system, and overhead bridge cranes.
Academic/Administrative Facility:
Size: A project consisting of 50,000 square feet or more..

Scope: New construction of an academic, training, and/or administrative facility.

Complexity: Multi-story facility (3 stories or more) that contains significant audio-visual coordination and installation.
The Capabilities Statement Package shall not exceed 15 pages and shall ONLY be submitted electronically to Trevor Dorsey, andrew.dorsey@navy.mil and MUST be limited to a 4Mb attachment. You are encouraged to request a read receipt or acknowledgement via reply email.
