Contract Description:

This is a synopsis for the procurement of an estimated 113 Force Protection Medium Boats over the next five (5) years under a Firm Fixed Price (FFP), Indefinite Delivery/Indefinite Quantity (IDIQ) contract. The Naval Sea Systems Command (NAVSEA) intends to issue a total small business set-aside under NAICS code 336612 competitive Request for Proposal (RFP) during the 1st quarter of FY2019 in accordance with Federal Acquisition Regulation (FAR) Part 12, Acquisition of Commercial Items.

Background:
The Navy requires a continuing operational capability that provides Naval forces with force protection boats providing security for US Navy Ships and personnel from waterborne threats in and outside of Navy ports around the world.

The operational requirements for the boat are to provide Anti-Terrorism/Force Protection patrols for US Navy Installations, which include patrol, interrogation of other waterborne assets and escorting large vessels in and out of port in various weather and water conditions, throughout the year, day and night.

This pre-solicitation synopsis is for planning purposes only and shall not be construed as an invitation for bid, request for quotation, RFP, or as an obligation on the part of the Government to acquire any products or services. No entitlement to payment of direct or indirect costs or charges by the Government will arise as a result of contractor responses to this announcement. This request does not constitute a solicitation for proposals or the authority to enter into negotiations to award a contract. Please note, that all Industry responses and questions received for this Synopsis will be treated as public information and may be released on FEDBIZOPS.

The Government will consider all comments received on this presolicitation synopsis prior to posting formal Solicitation. The Government does not commit to providing a response to any comment or question. Once the Solicitation is posted, all comments and questions shall be submitted in accordance with the RFP. The subsequent revision to any Request For Proposal-related documents based on comments received remains solely at the Government’s discretion. No comments, questions, or inquires shall be made to any Government person other than the points of contact identified in this synopsis. No telephone inquiries will be accepted.

This presolictitation notice includes the following attachments: (1) Draft contract line items and draft Statement of Work, (2) Draft Specification, and (3) Notional Cabin Sketch. The final RFP, to include the final Statement of Work and Specification and related files listed under solicitation number N00024-19-R-2222, will be issued electronically.
