Notice of Intent to Sole Source:

This is a special notice prepared in accordance with Federal Acquisition Regulation (FAR) 5.2 “Synopses of Proposed Contract Actions.”

US Army Corps of Engineers (USACE), Portland District intends to negotiate/award a sole-source contract with Rolls-Royce Marine.

USACE Moorings requires redundancy in specific components for quick replacement of essential damaged or inoperable equipment due to the nature of the work and the compressed schedule of dredging operations within the year. Dredging commercial waterways is a necessity to maintaining economic viability as well as maritime security and transportation.

USACE requires the acquisition of replacement set of 4 starboard controlled pitch propeller blades to ensure operational efficiency in case the primary blades become damaged or inoperable. The Controlled pitch Propeller blades required utilize propriety technology from Rolls-Royce which is currently not produced by another manufacturer.

The statutory authority for this non-competitive acquisition is FAR 13.501(a)(1) For actions for commercial supplies or services greater than the SAT but not exceeding $7M, the requirements of FAR 13.501(a) apply to sole-source acquisitions conducted pursuant to Subpart 13.5.

A SOLICITATION WILL NOT BE POSTED. The Government intends to proceed with this sole source action. The NAICS code is 332999 – All other miscellaneous fabricated metal product manufacturing. The size standard for this NAICS code defined by the U.S. Small Business Administration is 750 employees.

THIS NOTICE IS NOT A REQUEST FOR COMPETITIVE PROPOSALS OR
QUOTATIONS. All responsible sources may submit a capability statement to the contracting officer before the notice end date. If no affirmative written responses are received by 05:00 PM local time on 06 June 2017, an award will be made without further notice. Oral communications are not acceptable in response to this notice. A determination by the Government not to compete this proposed requirement is solely within the discretion of the Government. The U.S. Army Corps of Engineers is not responsible for any costs incurred by responding to this notice.
