Contract Description:
This is a Project Labor Agreement survey only. This is not a request for proposal, request for quote, or invitation for bid. There will not be a solicitation, specification, or drawing available at this time.
NAVFAC Pacific is soliciting comments from the construction community addressing the potential use of Project Labor Agreements (PLA) for the titled project above.
Project Description: Upgrade standby power plant Building #711 to provide sufficient generation capacity to support the range systems at Makaha Ridge. The power plant building is a low-rise, slab-on-grade, steel-framed structure. The steel framing and concrete footings will be upgraded. Building foundation work will include grade beams under the generator room and separate concrete pads to support the engine-generators (generators).
Prefinished metal panels will replace existing asbestos containing wall siding and roof panels. Power plant will include a generator room with secured open storage, control room, restroom, coffee mess, telecommunications room and electrical switchgear room. Covered areas will be added for fire suppression equipment and mechanical pumps.
Upgrade to exterior electrical distribution system to an underground, dual-feed, loop configured, primary electrical distribution system. The primary electrical distribution system will run underground from the utility-owned riser pole just outside the main gate, then along Makaha Ridge Road to the main switching station located in the power plant. The loop configured, primary distribution system will be routed from the main switching station in the power plant underground along Makaha Ridge Road and the northern boundary of Makaha Ridge to the electrical distribution system transformers that support the Makaha Ridge facilities.
Project also provides secondary building service connections to the Makaha Ridge facilities from the upgraded electrical distribution system service transformers.

Information systems include basic telephone and computer network systems and infrastructure.
This project will provide Anti-Terrorism/Force Protection (ATFP) features and comply with ATFP regulations and physical security in accordance with DOD Minimum Anti-Terrorism Standards for Buildings.
Built-in Equipment includes diesel engine-generators which include electrical load bank, electrical switchgear and electrical switchboard; fuel oil system; lube oil system; compressed air system; engine exhaust and emission control system; engine cooling system and bridge crane.
This is a design/bid/build project.
NAICS Code: 237130 – Power and Communication Line and Related Structures Construction. The magnitude of construction for this project is anticipated to be between $25,000,000.00 and $100,000,000.00. Prime Contractors must self-perform at least 20% of the work. The period of performance is anticipated to be approximately 835 calendar days.
A PLA is defined as a pre-hire collective bargaining agreement with one or more labor organizations that establishes the terms and conditions of employment for a specific construction project and is an agreement as described in 29 U.S.C. 158(f).
Federal Acquisition Regulation (FAR) Policy states: Project Labor Agreement (PLA) is a tool that agencies may use to promote economy and efficiency in Federal procurement.
Pursuant to Executive Order 13502, agencies are encouraged to consider requiring the use of project labor agreements in connection with large-scale construction projects. An agency may, if appropriate, require that every contractor and subcontractor engaged in construction on the project agree, for that project, to negotiate or become a party to a project labor agreement with one or more labor organizations if the agency decides that the use of project labor agreements will (1) advance the Federal Governments interest in achieving economy and efficiency in Federal procurement, producing labor-management stability, and ensuring compliance with laws and regulations governing safety and health, equal employment opportunity, labor and employment standards, and other matters; and (2) be consistent with law.
Reference is made to provision, FAR 52.222-33 Notice of Requirement for Project Labor Agreement, and to clause, FAR 52.222-34 Project Labor Agreement.
In consideration of the above factors, and any others which may be deemed appropriate, the construction community is invited to comment on the use of PLAs for this project. Of particular interest to the Government requests completion of the attached Project Details.
This is not an announcement of the availability of a solicitation nor is it a means of generating a plan holders��� list. After review of the responses to this synopsis, a pre-solicitation announcement will be published in the Federal Business Opportunities (FedBizOps) if the Government intends to proceed with the procurement of this project.
The Government will not contact the responders for clarification of information provided. This survey is for planning purposes only and shall not be construed as a Request for Proposal or as an obligation on the part of the Government. The Government does not intend to award a contract on the basis of this market survey or otherwise pay for the requested information. The Government will not provide a debriefing on the results of this survey. All information will be held in a confidential manner and will only be used for the purposes intended.
