Homeland Defense Radar (HDR) System Complex, Oahu, Hawaii

The U.S. Army Corps of Engineers, Honolulu District (POH) plans to solicit offers for three separate Design-Bid-Build, firm fixed-price stand-alone contracts using DFARS 236.272, Prequalification of Sources. A single prequalification list will be used to solicit proposals for at three construction contracts associated with the Missile Defense Agency (MDA), Homeland Defense Radar-Hawaii (HDR-H) System Complex requirement. The Government intends to prequalify Offerors who are determined to be technically qualified to offer construction proposals associated with the Missile Defense Agency (MDA) programmatic need. The first solicitation will be for the construction of an MDA Mission Control Facility (MCF) under NAICS Code 236220 (Commercial and Institutional Building Construction).The second will be for a Pacific In-Flight Interceptor Communications (IFICS) Data Terminal (IDT), also under NAICS Code 236220 (Commercial and Institutional Building Construction). The third solicitation will be for the Power Plant, under NAICS Code 237130 (Power and Communication Line and Related Structures Construction).
The Missile Defense Agency (MDA) has a requirement to construct a Homeland Defense Radar (HDR) System Complex on the Island of Oahu, Hawaii. This requires the construction of three (3) Military Construction (MILCON) projects.
This first MILCON project is the Mission Control Facility (MCF), which is for the construction of a Homeland Defense Radar (HDR) System Complex supporting missile defense command and control components. The complex will consist of High-Altitude Electro Magnetic Pulse (HEMP) constructed infrastructure, to include a mission control facility. The complex will be within a System Security Level A (SSL-A) secure boundary with an entry control facility. Additional construction includes lightning protection, equipment grounding systems, electronic security system infrastructure, site boundary, and restricted area security fencing, barriers, and gates. Special construction includes HEMP/Electro-Magnetic Interference (EMI) shielding and testing in mission support areas. Mission facilities will include features to meet site specific ground motion and seismic requirements to include Risk Category V protection of mechanical and electrical equipment. Joint occupancy completion dates to facilitate shared space with other contractors and the Radar Prime for the integration of weapons systems may be utilized. Phased and enhanced commissioning requirements may be required to support the phased turnover of interfacing systems and facilities. Supporting facilities include overall site development, electrical services, utility building and commercial power electric substation, water, sewer, wells, paving, walks, storm drainage, fire protection and alarm systems, site improvements and demolition, telecommunication distribution, and information management systems. The project also includes wastewater, sewage collection and disposal facility. The estimated performance of period is 24 to 36 months. Magnitude is $100,000,000 to $250,000,000.
The second MILCON project is the IFICS that will consist of a HEMP protected, reinforced concrete building to house the IDT transmitter / receiver equipment, communication antenna with inflated protective radome, uninterruptable power supply (UPS), and standby generator. IDT switchgear enclosure is a HEMP protected facility to include primary power equipment: redundant switchgear units, electrical breakers, and transformers. Special construction includes HEMP/EMI shielding and testing in IDT and switchgear facilities. Mission facilities will include features to meet site specific ground motion and seismic requirements to include Risk Category V protection of mechanical and electrical equipment. Joint occupancy completion dates to facilitate shared space with other contractors and the Radar Prime for the integration of weapons systems may be utilized. Phased and enhanced commissioning requirements may be required to support the phased turnover of interfacing systems and facilities. The equipment room, electrical room, a portion of the radome area, the UPS, back-up power, communication cabling and electrical cabling in the IDT require HEMP protection. The HEMP protection includes ¼ inch steel plate and IDT test connection points. The IFICS consists of constructing a specially fabricated technical support building to include storage and administrative areas, office space for the maintenance of classified storage, classified network connections, and storage for system spares. Additional construction includes switchgear concrete pad construction to meet site specific ground motion and seismic requirements, electric power, utilities, communication ducts, lighting and security fencing to meet anti-terrorism/force protection requirements, pavements, roads, curbs and gutters, storm drainage, and physical and electronic security systems. Temporary infrastructure will support site improvements and preparation for construction. Improvements include temporary roads, construction site fence, temporary power, mobilization, and demobilization. Mobilization and demobilization will consist of establishing a segregated construction laydown area and temporary environmental controls. The estimated performance of period is 24 to 36 months. Magnitude is $50,000,000 to $100,000,000.
The third MILCON project is the HDR-H Power Plant (HPP). This 18MW HEMP protected back-up power plant will support the Homeland Defense Radar-Hawaii System Complex. These facilities will be within the SSL-A secure boundary. Special construction includes HEMP/EMI shielding, integration and testing of power and all HDR-H Complex shielded assets. Mission critical facilities will include features to meet site specific ground motion and seismic requirements to include Risk Category V protection of mechanical and electrical equipment. Joint occupancy completion dates to facilitate shared space with other contractors and the Radar Prime for the integration of weapons systems may be utilized. Phased and enhanced commissioning requirements may be required to support the phased turnover of interfacing systems and facilities. Fuel storage includes distribution piping, liquid fuel offloading stand and storage tanks. Anti-terrorism/force protection infrastructure will consists of fencing and gates. Security infrastructure / electronic security system (ESS) will include fire protection and alarm systems. Supporting facilities include electrical medium voltage distribution from the substation to the mission power plant, lightning protection and equipment grounding, water, and sewer. Site improvements include clearing, grubbing, grading, demolition, paving, walks and storm drainage. Information and Communications systems will include communication transmission lines, cybersecurity, and information management systems. Temporary infrastructure will support site improvements and preparation for construction. Improvements include temporary roads, construction free zone site fence, mobilization and demobilization. The estimated performance of period is 24 to 36 months. Magnitude is $100,000,000 to $250,000,000.
FOR INFORMATION ONLY: The Government fully intends to assess Liquidated Damages (LD) on the contractor if the performance date covered by the contract extends beyond the established contract completion date (CCD). Liquidated damages are associated with extended Government oversight of a contract beyond the contract completion date due to contractor delays. Liquidated damages will include anticipated actual damages suffered by USACE, MDA and the Radar Prime.
