Under the authority of FAR 6.302-1, the U.S. Army Corps of Engineers intends to require, on a sole source basis, a brand name requirement for the manufacturer Schneider Electric to supply the building management system (BMS) for the new Compound Semiconductor Laboratory and Microsystems Integration Facility (CSL-MIF) to be constructed on Hanscom Air Force Base in Lexington, MA. The procurement number is W912WJ19R0001. The CSL-MIF will be part of the Massachusetts Institute of Technology’s Lincoln Laboratory (MIT LL) campus on Hanscom Air Force Base. The CSL-MIF BMS must be interconnected to and completely compatible with the existing BMS control system on the MIT LL campus. This combined system needs to provide unhindered transfer and remote viewing of HVAC information, alarming, trending and performance monitoring from all existing and new workstations and view nodes (more than 25 across MIT LL HAFB campus). Every critical environmental and equipment-generated alarm at the MIT LL occupied buildings is annunciated to the main central alarm control, the Chilled Water Plant, and the Operations alarm monitoring centers. Critical alarms from CSL-MIF must be capable of being acknowledged and controlled immediately upon detection thru the existing infrastructure/system to enable the protection of both personnel and equipment. As an example, a critical BMS alarm in one MIT LL building must be simultaneously monitored, annunciated, and controlled at all workstations on the entire MIT LL site. This system must operate as a wholly integrated system to ensure reliable operation and control with regard to (1) critical equipment, (2) safety alerts, (3) security notifications, and (4) data collection of emergency events and transfer to the data historian. In the event an anti-terrorism threat occurs on site which requires immediate annunciation and shutdown of outside air intakes, etc. – the integrated BMS must be able to fully coordinate, monitor, control, and alarm any inconsistencies during this event from a common command/view point and initiation request.

The existing Schneider Electric building management system (Andover Continuum) has been installed at MIT LL for the past 30 years and is the only BMS in use for all of the buildings occupied by MIT LL at HAFB. The Schneider Electric EcoStruxure Building Management System is the latest version of the Schneider Electric BMS platforms. The next generation Schneider BMS product line EcoStruxure is fully backwards compatible with the Andover Continuum platform currently controlling the BMS for 24 buildings. It is intended that the BMS provided for the CSL-MIF be a Schneider Electric system so that it is the same as and will completely interface with the existing Schneider Electric system currently in use throughout the MIT LL campus on Hanscom Air Force Base.

 

THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. It is a market research tool being used to determine the availability of other qualified sources that can meet the requirements identified above and inherent with the referenced Schneider Electric BMS. The Government is not obligated to, and will not pay for any information received from potential sources as a result of this notice of intent. All responses received within 15 days of the posting of this notice of intent will be considered by the Government. A determination by the Government to require the brand name for the Schneider Electric system for the CSL-MIF procurement based on this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purposes of determining whether to allow alternate system manufacturers.
