INTERNATIONAL PUBLIC FINANCIAL MANAGEMENT TECHNICAL ADVISOR
INFORMATION TECHNOLOGY
The Budget and Financial Accountability program within the U.S. Department of the Treasury’s Office of Technical Assistance is competitively recruiting individuals to serve as resident (long-term) and intermittent (short-term) advisors in the areas of budgeting and financial management. Advisors provide support primarily to ministry of finance officials in developing countries. Advisors are individuals hired under personal services contracts. This recruitment is for assignments globally, requiring living overseas or significant international travel.
Responsibilities and Duties:
Provide advice to policy and working counterparts on financial management systems and information technology.
Design information technology organizations, using commonly accepted IT Governance Frameworks such as CoBIT 5 or ITIL, to support users including designing staffing complements and job descriptions.
Perform audit/assessments of counterpart’s IT function and its support of the counterpart’s business functions.
Serve as the in-house project manager for IT projects including both developed and procured software and related communication equipment as well as assist in resolving problems both during implementation and post-implementation.
Assist in the procurement of hardware and software including the development of procurement documents, design of selection processes, and criteria and contract negotiations with vendors.
Draft and implement policies, procedures, standards and manuals applicable to information technology policies and procedures. Recommend updates to laws and regulations if required to support IT processes.
Design, implement and test configurations to support new business processes.
Provide assistance to counterparts during network security assessments and audits.
Provide technical assistance to counterparts in business continuity and data backup/recovery practices.
Organize and perform on-the-job and classroom training in information technology related areas.
Qualifications:
BA in Management Information Systems, Public Finance, Public Accounting or related field
5+ years in a technology leadership position such as director of information technology in state or mid-sized local government, or adequate familiarity with government business processes to substitute for experience.
Experience with all aspects of design and implementation of mid-size or large financial management information system projects: project scope definition, development of functional and technical specifications, system design and development, testing, training, system implementation and roll-out, project management; procurement
Understanding of business process flows for budget, general ledger, procurement, budget control, accounts payable and tax and non-tax collections.
Experience in process engineering and re-engineering initiatives.
Self-starter with ability to work independently
Exceptional analytical and problem solving abilities
Ability to motivate the client and build consensus
Ability to be flexible by changing focus and approaches based on needs of the client
Strong communication and leadership skills
Knowledge of international standards and best practices is desirable
Proficiency in French, Spanish or other languages is highly desirable
Candidates must be U.S. citizens.
SALARY AND BENEFITS: Salaries will be negotiated in accordance with program regulations based on demonstrated salary history. The salary ranges are from $66.05 to $84.72 per hour. Overseas benefits are provided as allowed by federal regulations.
BACKGROUND CHECKS AND SECURITY CLEARANCE: SECRET. The advisor will work in developing and transitional countries worldwide to support U.S. Treasury and U.S. Government economic and national security objectives. The advisor may be deployed to countries with elevated threat levels, including potentially high/critical threat posts, as determined by the U.S. Government.
Successful applicants must be able to obtain State Department medical clearance for worldwide travel. If selected, the applicant will be required to complete OGE financial disclosure forms.
