The Honolulu District is conducting an Industry Day for construction of the Homeland Defense Radar-Hawaii (HDR-H) program on 24 January 2019 at the Hale Ikena, Fort Shafter, Oahu, Hawaii.
Industry Day will allow all interested parties to learn about the HDR-H program, the anticipated construction projects, and to allow the public to provide feedback on the potential acquisition strategy including potential subcontracting considerations and the market survey information. After presentations are completed, a panel of subject matter experts will field questions.
The North American Industry Classification Code (NAICS) for this requirement is 236220 (Commercial and Institutional Building Construction). The small business size standard for this NAICS code is $36,500,000 average annual revenue.
Industry Day will be held at Hale Ikena from 0800 hours to 1200 hours on 24 January 2019. Hale Ikena is located at Morton Drive Building 711, Fort Shafter. Information on Hale Ikena can be found at Parking next to the Hale Ikena facility is limited and additional parking is located near the Hale Ikena.
All participants will be required to pass security at the Fort Shafter main gate. Participants that do not have base access to Fort Shafter will be responsible for obtaining base passes and will be required to present a valid identification, current vehicle registration, no fault insurance, and safety inspection documentation. For rental vehicles, the participant may be required to submit the vehicle rental agreement. Participants are encourage to consider potential traffic congestion on the freeway or at Fort Shafter entrance.

The Honolulu District will solicit and administer the construction of a new Homeland Defense Radar – Hawaii (HDR-H) radar site to provide enhanced capability against missile threats to defend the United States from ballistic missile attacks of all ranges in all phases of flight. When complete, this radar will function as part of the Ballistic Missile Defense System (BMDS).
The primary HDR-H construction project is the Homeland Defense Radar (HDR) System Complex supporting missile defense command and control components. The complex will consist of high-altitude electromagnetic pulse (HEMP) constructed infrastructure to include a mission control facility. The complex will be within a System Security Level A (SSL-A) secure boundary with an entry control facility. The complex will include the Mission Control Facility (MCF), Substation, HDR-H Power Plant (HPP), Maintenance Facility (MF), Modernization of Enterprise Terminal (MET), Water Supply Building (WSB), Wastewater Treatment Building (WTB), Bulk Fuel Storage, and complete Physical and Electronic Site Security (including an Entry Control Facility (ECF) and excluding the HDR-H Equipment Shelter (HES)). Additional construction includes lightning protection, equipment grounding systems, electronic security system infrastructure, site boundary and restricted area security fencing, barriers, and gates. Special Construction includes HEMP/Electro-Magnetic Interference (EMI) shielding and testing in mission support areas. Mission facilities will include features to meet site specific ground motion and seismic requirements. The constructed Mission Control Facility will comply with high performance and sustainable building requirements. Supporting facilities include overall site development, electrical services, utility building and commercial power electric substation, water, sewer, wells, paving, walks, storm drainage, fire protection and alarm systems, site improvements and demolition, telecommunication distribution and information management systems. The project also includes wastewater, sewage collection and disposal facility. Temporary infrastructure will support site improvements and preparation for construction. Improvements include temporary roads, construction site fence, temporary power, mobilization and demobilization. Installed building equipment includes special flooring, redundant mechanical and electrical systems, uninterruptable power system and electronic controls to monitor building systems and the base infrastructure. The project magnitude is between $100,000,000 to $200,000,000.
Another HDR-H MILCON construction project is a Homeland Defense Radar Mission power plant supporting the Homeland Defense Radar – Hawaii (HDR-H) System Complex. These facilities will be within the Radar System Security Level A (SSL-A) secure boundary. Special Construction includes High Altitude Electromagnetic Pulse (HEMP)/Electro-Magnetic Interference (EMI) shielding in accordance with MIL-STD-188-125, integration and testing of power and all HDR-H Complex shielded assets. Mission critical facilities will include features to meet site specific ground motion and seismic requirements. Fuel storage includes distribution piping, liquid fuel offloading stand and storage tanks. The maintenance facility will provide general work space for maintenance of radar system components and other mission support activities. It will also provide shipping and receiving and warehouse space for general facility material. Anti-terrorism / force protection infrastructure will consist of fencing and gates. Security Infrastructure / electronic security system (ESS) will include fire protection and alarm systems. Supporting facilities include electrical medium voltage distribution from the substation to the mission power plant, lightning protection and equipment grounding, water, and sewer. Site improvements include clearing, grubbing, grading, demolition, paving, walks and storm drainage. Information and Communications systems will include communication transmission lines, cybersecurity, and information management systems. Temporary infrastructure will support site improvements and preparation for construction. Improvements include temporary roads, construction free zone site fence, mobilization and demobilization. The project magnitude is between $100,000,000 to $200,000,000.
Another HDR-H MILCON construction project is the HDR-H In-Flight Interceptor Communication System (IFICS) Data Terminal (IDT) complex in Hawaii that consists of a High-Altitude Electro Magnetic Pulse (HEMP) protected, reinforced concrete building in which to house IDT transmitter/receiver equipment, communication antenna with inflated protective radome, uninterruptable power supply (UPS), and standby generator. IDT switchgear enclosure is a HEMP protected facility to include primary power equipment: redundant switchgear units, electrical breakers, and two-750 KVA transformers. Special Construction includes High Altitude Electromagnetic Pulse (HEMP)/Electro-Magnetic Interference (EMI) shielding and testing in IDT and switchgear facilities. The equipment room, electrical room, a portion of the radome area, the UPS, back-up power, communication cabling, and electrical cabling in the IDT require HEMP protection. The HEMP protection includes ¼-inch thick steel plate and IDT test connection points. The switchgear concrete pad construction will include features to meet site specific ground motion and seismic requirements. The project constructs a specially fabricated technical support building to include storage and administrative areas, office space for the maintainers, classified storage and classified network connections and storage for system spares. Supporting facilities will include electric power; utilities; communication ducts; lighting and security fencing to meet antiterrorism/force protection requirements; pavements, roads, curbs and gutters; storm drainage, and physical and electronic security systems. Temporary infrastructure will support site improvements and preparation for construction. Improvements include temporary roads, construction site fence, temporary power, mobilization and demobilization
. Mobilization/Demobilization will consist of establishing a segregated construction laydown area and temporary environmental controls. The project magnitude is between $50,000,000 to $100,000,000.
