II.1.4) Short Description: InsuResilience Solutions Fund (ISF) is a grant facility to co-finance product development of innovative climate risk insurance products in developing and emerging countries. The goal of the ISF is to better cover those affected against climate and natural disasters. On the one hand, it offers demand-oriented and data-based climate risk research and advisory on the ground. It enables responsible local partners to better assess and manage the potential threats of specific climate risks. On the other hand, based on future studies, ISF will foster the development and the establishment of target-specific climate risk insurances for households and businesses as well as for local and governmental infrastructures.
These measures will be executed in the context of superior climate risk management strategies.

II.2.4) Description of the procurement
The tasks comprise to oversee the entire spectrum of activities of ISF, especially Pillar I, II and III.
Pillar I: set-up of support for detailed climate risk analysis.
The expert is expected to set up the structure and coordination process for the support of completion of detailed climate risk analysis using the Economics of Climate Adaptation (ECA) methodology. This includes:
1) Setting up a process for identifying potential countries for completing climate risk analysis;
2) Identifying a pipeline of partner countries; coordinating and including additional stakeholders;
3) Identifying possible scientific partners that can contribute to the completion of climate risk analysis by:
— assessing the potential role(s) of respective scientific partners,
— drafting Terms of Reference for the climate risk analysis,
— evaluation of offers submitted by respective scientific partners;
4) Identifying potential private sector partners and their potential role in developing new or improved risk models and inviting the private sector to submit further ideas for the implementation of climate risk analysis;
5) Supporting the preparation and coordination with respective counterparts of selected partner countries for local kick-off workshops in order to obtain full support in completion of climate risk analysis;
6) Oversight and guidance of respective scientific partners during the completion of climate risk analysis;
7) Presentation and dissemination of climate risk analysis results to ISF committees as well as to other stakeholders.
Pillar II: set-up the support of concept development for climate risk insurance solutions.
Selected climate risk insurance concepts (submitted at call for proposals) that partially fulfil funding eligibility criteria, will be offered assistance to further develop and improve their proposal. The expert will organize feedback cycles with the applicants. These include:
1) Recommending and structuring the support from ISF (i.e. research and feasibility studies);
2) Supporting respective applicants in identifying experts that will complete research and feasibility studies including the supervision of their work, commenting draft ToRs for additional studies, identifying synergies with existing projects of local Frankfurt School offices, linking partnerships to respective Frankfurt School offices and KfW teams and leveraging KfW stakeholder network where this is in the interest of KfW teams;
3) Proposing internal management and coordination measures within the ISF team for the efficient use of personnel;
4) Coherent communication with different partners of the respective projects to be supported under Pillar II;
5) Developing policies and procedures for Pillar II including a set of minimum criteria for the selection process of projects to be further developed and supported under Pillar II.
Pillar 3: Set up the evaluation and selection scheme for climate risk insurance concepts:
The expert will support and guide the applicants that submit requests for funding to ISF by providing advisory services to partnerships, acting as a resource person to applicants invited to submit concepts notes:
1) Refining the policies and procedures for Pillar 3;
2) Providing technical feedback and guidance on submitted concept notes;
3) Explaining the rationale and expected information details required for the completion of the subsequent full proposal submission;
4) Supporting respective partnerships in identifying experts to complement the project plans, data requirements etc. which are necessary for the full proposal submission;
5) Continuously providing guidance on alternatives and improvements for the application process and on documents required for ISF projects proposal submission.

II.2.4) Description of the procurement
The tasks will comprise the spectrum of activities of Pillar II and III.
Pillar II: assessment support of newly developed climate risk insurance concepts:
1) Supervision and support in the development of first concept ideas, the implementation of pre-feasibility studies and the identification of tie-in options with the bilateral financial aid portfolio;
2) Support in assessing newly developed climate risk insurance concepts concerning their feasibility, probability for implementation and completeness;
3) Coordination with decision making bodies.
Pillar III: selection of innovative climate insurance approaches:
The expert will act as primarily point of contact and will be responsible for the activities under Pillar 3. The expert should as a minimum complete the following tasks:
1) Primarily responsible for the creation of a healthy pipeline of applications to ISF by actively promoting the ISF; this will require international traveling;
2) Check the appliance of eligibility criteria in submitted concept notes (applications);
3) Interact with applicants and provide technical/insurance feedback and guidance on submitted concept notes which can lead to improvement of such applications;
4) Interact with applicants and explain the rationale and expected information details required for the completion of the subsequent full proposal submission;
5) Complete the selection and evaluation of innovative climate insurance ap-proaches and prepare reports and presentations for the committees of ISF for decision making;
6) Continuously improve and refine the application process and documents required for ISF projects proposal submission.
