II.1.4) Short Description: The expected strong impacts of climate change on economic growth and development increase the need for reliable and viable approaches to assess the impact of climate risks and potential adaptation scenarios on the economy of a country. Political decision-makers need sound forecasts in order to design and finance adequate economic policy instruments and to actively take countermeasures. However, there is a lack of experience both worldwide and in developing countries regarding the integration of climate risks into macroeconomic models. To address this shortcoming the German Federal Ministry for the Environment, Nature Conservation and Nuclear Safety (BMU) has commissioned Deutsche Gesellschaft für Internationale Zusammenarbeit GmbH (GIZ) to implement the global programme. The project will be implemented in the pilot countries Vietnam, Kazakhstan and Georgia, from 2019 till 2022. For the implementation of this project, GIZ will subcontract consultancy services.

II.2.4) Description of the procurement
The global programme ‘Policy Advice for Climate Resilient Economic Development’. aims at piloting methods and instruments for modelling economic climate change impacts and providing these methods and instruments as well as information on their benefit for policy design to governments and development actors.
For the implementation of this project, GIZ will subcontract a consultancy or a consortium of consultancies for conducting the modelling related capacity building in the partner countries as well as in supporting the transfer of modelling results into policy advice for policy-makers by providing technical backstopping and support international exchange.
Specifically, the contractor is expected to support GIZ in realizing the 3 outputs of the programme:
Output I: The personnel and technical capabilities and data sources in Ministries of Economy/Planning and/or research institutes responsible for macro-economic modelling the impacts of climate change are improved in 3 countries.
Output II: The results of the climate change impact models are integrated in the design of economic development strategies and policies as well as adaptation policies in the frame of national adaptation plans (NAP) and the implementation of the NDCs.
Output III: The international exchange between government representatives, international organisations and development cooperation on methods and instruments for modelling economic impact of climate change and applied policy advice is strengthened.
The contractor is primarily responsible for delivering Output I, by providing in country trainings on modelling the economic impacts of climate change and contribute to the capacity building of partner institutions. Output II and III are mainly in the responsibility of GIZ, but specific technical input from the contractor is requested.
A key requirement for the contractor is to develop a concept for capacity building that is highly adapted to the specific country circumstances, such as level of capacity with economic modelling, data availability etc., that are to be considered. These country specific issues will only become clear in the beginning of implementation. Thus the approach described by the bidder needs to show how flexibility is assured to accommodate these country specific needs and adapt accordingly. A further important requirement is that the model(s) developed need to be in the full ownership of the national partner institutions. The future use of the model(s) after termination of this project should be considered for assuring sustainable impact.

According to Article 160, Section 3 of the German Act Against Restraint of Competition (GWB), application for review is not permissible insofar as
