Contract Description:
FY16 Space Vehicles Component Development Lab, Kirtland Air Force Base, Bernalillo County, New Mexico. The proposed procurement is a Small Business Set-Aside Best Value Tradeoff Request For Proposal (RFP), and thus open to small businesses only. NAICS is 236220, with a size standard of $36,500,000.00. The magnitude of construction for this project will be between $10,000,000.00 and $25,000,000.00. Bonding will be required for this acquisition. A site visit will not be scheduled until Phase II. The proposed project will be a competitive, firm-fixed price, design build contract procured in accordance with FAR 15, Negotiated Procurement using a Two-Phase “Best Value” trade-off process, where Step 1 involves Pre-qualification of Offerors and Step 2 involves Request for Proposals being issued to Pre-qualified Offerors. Phase 1 Request for Proposals will be issued on or about 27 November 2017, with proposals due on or about  11 January 2018. Offerors are advised that this requirement may be delayed, cancelled, or revised at any time during the solicitation, or final award process, and is subject to the availability of funds.

THE PROJECT consists of constructing a high-tech state of the art facility to support space vehicles component development of space power generation, solar arrays and photovoltaic cells, space power storage, space vehicle mechanisms, mechanical controls, space protection including radiation hardened electronics, and environmental sensors and cryo coolers. The facility should provide four light labs, two medium labs, and class 1,000 clean rooms required for space vehicle research, development, and experiments. It should also provide office space for analysis, engineering, engineering support and management personnel. It should comply with DOD anti-terrorism/force protection provisions.

THE PROJECT will be advertised as a Two-Phase “Best Value” trade-off Request for Proposal. Competitive proposals will be evaluated based on the evaluation criteria set forth in the solicitation package. Evaluation by the Government will result in selection of a firm that represents the best value to the Government. The proposed procurement will result in a firm-fixed price contract.
