Notice of Intent to Sole Source Force Protection / Anti-Terrorism (FP/AT) Software Maintenance and
Demonstration supporting Survivability Engineering Branch (SvEB) force protection research efforts.

The US Army Corps of Engineers, Engineer Research and Development Center (ERDC), intends to issue an award to Hyperion Inc. (5VUP8) on a sole source basis to continue its maintenance on its current existence of AT/FP software being utilized in its AT/FP research efforts and to make the changes necessary for the purpose of demonstrations, upgrades, and transition to other platforms. Because of Hyperion’s extensive experience in the area of survivability, antiterrorism, and force protection software development and its cooperative research efforts in the development of existing threat assessment and analysis software with the ERDC, Hyperion Inc. (5VUP8) is being considered for this sole source award. The award will be issued in accordance with FAR 6.302-1(a)(2). The NAICS code for this requirement is 511210 Software Publishers with a size standard of $38.5 million in average annual receipts and PSC of AJ25 R&D- GENERAL SCIENCE/TECHNOLOGY: MATHEMATICAL/COMPUTER SCIENCES (OPERATIONAL SYSTEMS DEVELOPMENT).

This notice is not a request for competitive quotes or proposals. A solicitation will not be issued. However, all responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the agency. The information submitted must be provided in sufficient detail to demonstrate the vendor’s ability to fulfill this requirement. The contractor must also provide a description of their past experience in fulfilling requirements which are the same or similar to this requirement and references for each.

Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. A determination by the government not to compete this requirement on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. Responses to this requirement may be submitted to keary.o’flaherty@usace.army.mil. The solicitation number shall be included in the subject line of the e-mail submission.

Responses must be received no later than 15 days from the posted date of this notice.
