THIS IS A SOURCES SOUGHT FOR MARKET RESEARCH PURPOSES ONLY. THERE IS NO SOLICITATION AVAILABLE AT THIS TIME. The purpose of this sources sought announcement is for market research to make an appropriate acquisition decision and to gain knowledge of potential qualified businesses interested and capable of providing the services described below. Documentation of technical expertise must be presented in sufficient detail for the Government to determine that your company possesses the necessary functional area expertise and experience to compete for this acquisition.
Scope
The U.S. Bureau of Land Management (BLM) requires Environmental Support Services which include environmental compliance, planning and conservation, pollution prevention, human health and ecological risk assessments, restoration and remediation services, occupational and environmental health studies and evaluations and record management.
The services provided shall be done in accordance with all environmental statues as appropriate [e.g., Resource Conservation and Recovery Act (RCRA); Clean Air Act (CAA); Safe Drinking Water Act (SDWA); Clean Water Act (CWA); Toxic Substances Control Act (TSCA); Comprehensive Environmental Response, Compensation and Liability Act (CERCLA) and Superfund Amendments Reauthorization Act (SARA) (commonly referred to collectively as “Superfund”); Emergency Planning and Community Right-To-Know Act (EPCRA); National Environmental Policy Act (NEPA); Energy Policy Act of 2005; and various Executive Orders or successor statutes.
The requirements for the environmental support services will be utilized by the National Operation Center (NOC), in support of the states. The services shall be performed in the states of Colorado, Arizona, Utah, Nevada, California, Montana, Washington, Idaho, Wyoming and New Mexico.
The BLM is seeking responses from Women Owned Small Businesses, utilizing the underrepresented NAICS code 541620 �� Environmental Consulting Services, size standard $15.0M, who are capable of providing the Environmental Support Services as described herein.
1. Assessment: Services in this category include hazardous materials identification, preliminary assessment/site investigation (PA/SI); Engineering Evaluation/Cost Analysis (EE/CA; remedial investigations and feasibility studies(RI/FS) ; Value Engineering Studies (VE); treatability studies; pilot studies; remedial designs; risk assessments; field sampling and analyses; data validation; electronic data management; geotechnical investigations; monitoring well installation; groundwater modeling; groundwater and surface water quality assessments; and records management, digitization, and the preparation of collections (e.g., case files and administrative records) in support of the following BLM programs:
Abandoned Mined Lands (AML)
Lands and Realty
Mineral Resources (Locatable, Saleable, and Leasable minerals)
2. Compliance: Services in this category includes planning; permitting and technical support; environmental management systems; database management, customization, and implementation; environmental training and awareness; vulnerability assessments; compliance assessments; multi-media and single media facility audits; environmental baseline surveys; technical support; plan, procedure, and report development; medical departments and health services support; planning studies and evaluations; geographic information system support; compliance monitoring, recordkeeping, and reporting; study of contaminated sites; energy studies, facility evaluations, and audits; Leadership in Energy and Environmental Design (LEED) technical support and building commissioning; air quality monitoring, reporting, recordkeeping, testing and permitting; air dispersion modeling; and asbestos and lead-based paint sampling and report preparation.
3. Planning: Services in the category include preparation of any of the following: all products and studies associated with preparation of NEPA documents; CERCLA Section 106- National Historic Preservation Act and 7- Endangered Species Act compliance documentation and studies; recordkeeping, monitoring, documentation and implementing guidance; and condition and facility assessments. Additional services will include those activities required for the preparation of a Phase I Environmental Site Assessment (ESA); Environmental Baseline Survey (EBS); support to real estate activities, including leases, licenses, and land acquisitions/disposals; reports of availability; preparation of Findings of Suitability to Transfer and/or Findings of Suitability to Lease; and decision documents that incorporate all essential issues.
4. Enforcement Support: Specific services may include Potentially Responsible Party (PRP) searches: identify PRPs and gather evidence demonstrating liability for actions conducted under CERCLA; conduct PRP search activities with the PRPs and/or their contractors; identify PRPs who are, or may be, liable for performing or paying for response/remedial actions; PRP name and address verification, correspondence tracking, and transactional reports; corporate and individual research and financial assessments; investigations; title searches; availability of insurance; CERCLA Section 106 general/special notice and section 104(e) information request letter support; PRP search support; and information gathering/records collection and compilation activities; expedited general enforcement support; service of process, depositions, meetings; preliminary site characterization; filing of CERCLA liens, deed restrictions, Freedom of Information Act (FOIA), and other recorded document support; negotiation, litigation, expert, and referral support; cost recovery support; and community involvement support / public meeting support.
5. Human Health and Risk Assessment: This category provide human health and ecological risk assessment services tailored to project needs. Typical services include developing sampling and survey plans, data evaluation and validation, exposure assessments, fate and transport modeling, toxicological evaluations, and multi-media risk characterization. Specialized services such as incorporating statistical data analysis, integration of bioavailability considerations, quantitative uncertainty analysis, site-specific remediation strategies, and benefit-cost consciousness are into integrated risk-based management approaches.
6. Environmental Economics: Services in this category include support to the Natural Resource Damage and Restoration (NRDA) process including conducting preliminary assessments, injury assessment/restoration planning (ecological and human use), and restoration implementation; natural capital/ecological economics; regulatory economics; valuation of rights of ways; economic implications of land transfers or changes in land management; regional economic benefits of BLM lands; endangered species protection economics, and water economics.
7. Report Development. This category provides services in the preparation of technical memoranda, related to the reviews of RCRA Facility Investigation (RFI)/Remedial Investigations (RI��s), feasibility studies (FS��s), corrective measures studies and other studies prepared by others; and provide data summary/data gaps analyses as part of selected technical report reviews. The contractor shall also conduct document research efforts and data collection as directed by BLM.
This sources sought shall not be considered as a request for proposal or as an obligation on the part of the Government to acquire any products or services. No entitlement to payment of direct or indirect costs or charges by the Government will arise as a result of the contractor submission of this sources sought or the Government’s use of such information. The Government reserves the right to reject, in whole or in part, any contractor’s input resulting from this request. No contract will be awarded as a result of this announcement. Data submitted in response to this request will not be returned.
The North American Classification System (NAICS) code for this acquisition is 541620 �� Environmental Consulting Services ($15.0M). This Requirement is anticipated to be a 100% woman-owned small business (WOSB) set-aside. The period of performance will be five years from date of award.
