CONTRACT INFORMATION: This is a solicitation notice for a Request for Proposal (RFP) to Construct an Aircraft Maintenance Unit (AMU) Administration Facility on Eielson AFB, Alaska (EIE432). This acquisition is advertised as a Total 8(a) Competitive Set-aside.
This is a “Best Value” trade-off process solicitation for the Aircraft Maintenance Unit (AMU) Administration Facility on Eielson AFB, Alaska. The Government will the evaluate proposals in accordance with one-step source selection procedures and award a firm fixed price contract to the responsible offeror, whose proposal conforms with all the terms and conditions of the solicitation and whose proposal is determined to represent the overall best value to the Government utilizing the trade-off selection process described in FAR 15.101-1.
Any resulting contract will be firm fixed price. The anticipated Notice to Proceed date will be 11 APRIL 2019 with a required completion date expected to be 29 JULY 2020. Offerors are advised that a contract resulting from this solicitation is subject to the availability of funds and may be cancelled or revised at any time during the solicitation, selection, evaluation, negotiation and final award.
All contractors are advised that they must be registered in the System of Award Management (SAM) (). Joint ventures must also be registered in SAM as a joint venture. We advise contractors to begin this process when they prepare their proposal in order to ensure this registration is in place should they be selected for the award. Lack of registration in the SAM database will make an offeror ineligible for award.
SECTION 8(a) INFORMATION: SBA Requirement Number: UM1539644208R
It has been determined that competition is limited or restricted geographically to the servicing area of the SBA Alaska District Office. All 8(a) certified firms serviced by the SBA Alaska District Office and all 8(a) certified firms with a bona fide place of business located in the servicing area of the Alaska District Office are deemed eligible to submit offers. In addition, it has been determined that competition will not be restricted by stage (transitional or developmental) of a firm’s 8(a) program participation.
Joint Ventures are allowable on competitive 8(a) set-asides. SBA must receive the joint venture agreement and all supporting documentation no less than twenty (20) working days prior to the scheduled date for contract award which is anticipated 01 APRIL 2019. If you are contemplating a joint venture on this project, you must advise your assigned Business Opportunity Specialist (BOS) in writing as soon as possible. The joint venture must be approved by SBA prior to contract award.
PROJECT INFORMATION: EIE432 will include Construction of an Aircraft Maintenance Unit (AMU) Administration Facility utilizing conventional construction methods to accommodate the mission of the facility. The facility will include a pile foundation, pre-engineered steel frame, batt insulation, metal siding, and standing seam metal roof. Special foundations are included for arctic conditions. Project demolishes Building 1307 including connection to B 1306 (507 SM) to enable construction on the same site. The facility must also be able to withstand wind loads and seismic effect. The Contractor is to furnish all labor, equipment, supplies, materials, supervision and other items and services necessary to accomplish the work The facility will be designed as permanent construction in accordance with the DoD Unified Facilities Criteria (UFC) 1-200-01, General Building Requirements, and UFC 1 200-02, High Performance and Sustainable Building Requirements. The facility should be compatible with applicable DoD, Air Force, and base design standards. In addition, local materials and construction techniques shall be used where cost effective. This project will comply with DoD anti-terrorism/force protection requirements per UFC 4 010 01 at Eielson AFB, Alaska (EIE432).
The construction magnitude will be between $5,000,000 to $10,000,000
SELECTION CRITERIA: This acquisition will evaluate offerors considering the following factors: Specialized Experience, Past Performance (Confidence Assessment), Proposed Contract Duration and Summary Schedule, Key Subcontractors, and Price.
