Contract Description:
The U.S. Fiscal Property Office of Arizona is issuing this sources sought synopsis as a means of conducting market research to identify parties having an interest in and the resources to support this requirement for providing Dwelling Units (DUs) for lease, at two Arizona National Guard installations. The contractor will be required to provide DUs. Each DU must be capable of housing 2 personnel.

The result of this market research will contribute to determining the method of procurement. The applicable North American Industry Classification System (NAICS) code assigned to this procurement is 531110 and size standard 500 employees.

There is no solicitation at this time. This request for capability information does not constitute a request for proposals; submission of any information in response to this market survey is purely voluntary; the government assumes no financial responsibility for any costs incurred.

The purpose of this synopsis is to gain knowledge of interest, capabilities and qualifications of various members of industry, namely the Small Business Community to include Section 8(a), Service-Disabled Veteran-Owned Small Business (SDVOSB), Women-Owned (WOSB) and Historically Underutilized (HUBZone) concerns. The Government must ensure there is adequate competition among the potential pool of responsible contractors.

a) Southern Tucson, AZ – 25 Units Required
Dwelling units must be located in a safe and convenient location within a 10 mile radius of the W. Star Pass Blvd exit on I-19 in Tucson, AZ 85713. Each proposed location must pass a National Guard physical security inspection to ensure domestic, AZNG, DoD anti-terrorism and force protection standards. Each double occupancy room shall contain net living and sleeping areas in accordance with local standards. No more than two people shall be assigned to a room or share a bathroom. Clean and sanitary rooms provided, and quality customer service. A single location is preferred. For the purpose of housekeeping services the contractor shall provide services between the hours of 0700-1500 on Monday through Friday, except on recognized US holidays.
Marana, AZ – 30 Units Required
Dwelling units must be located in a safe and convenient location within a 10 mile radius of the Cortaro Farms Road exit on I-10 in Tucson, AZ 85743. Each proposed location must pass a National Guard physical security inspection to ensure domestic, AZNG, DoD anti-terrorism and force protection standards. Each double occupancy room shall contain net living and sleeping areas in accordance with local standards. No more than two people shall be assigned to a room or share a bathroom. Clean and sanitary rooms provided, and quality customer service. A single location is preferred. For the purpose of housekeeping services the contractor shall provide services between the hours of 0700-1500 on Monday through Friday, except on recognized US holidays.
Yuma, AZ – 50 Units Required
Dwelling units must be located in a safe and convenient location within a 10 mile radius of the Marine Corps Air Station Yuma in Yuma, AZ 85365. Each proposed location must pass a National Guard physical security inspection to ensure domestic, AZNG, DoD anti-terrorism and force protection standards. Each double occupancy room shall contain net living and sleeping areas in accordance with local standards. No more than two people shall be assigned to a room or share a bathroom. Clean and sanitary rooms provided, and quality customer service. A single location is preferred. For the purpose of housekeeping services the contractor shall provide services between the hours of 0700-1500 on Monday through Friday, except on recognized US holidays

Nogales, AZ – 45 Units Required
Dwelling units must be located in a safe and convenient location within a 10 mile radius of the AZ Department of Emergency and Military Affairs, 676 N Western Ave, Nogales, AZ 85621. Each proposed location must pass a National Guard physical security inspection to ensure domestic, AZNG, DoD anti-terrorism and force protection standards. Each double occupancy room shall contain net living and sleeping areas in accordance with local standards. No more than two people shall be assigned to a room or share a bathroom. Clean and sanitary rooms provided, and quality customer service. A single location is preferred. For the purpose of housekeeping services the contractor shall provide services between the hours of 0700-1500 on Monday through Friday, except on recognized US holidays.
Ajo, AZ – 25 Units Required
Dwelling units must be located in a safe and convenient location within a 10 mile radius of 850 N Highway 85, Ajo, AZ 85321. Each proposed location must pass a National Guard physical security inspection to ensure domestic, AZNG, DoD anti-terrorism and force protection standards. Each double occupancy room shall contain net living and sleeping areas in accordance with local standards. No more than two people shall be assigned to a room or share a bathroom. Clean and sanitary rooms provided, and quality customer service. A single location is preferred. For the purpose of housekeeping services the contractor shall provide services between the hours of 0700-1500 on Monday through Friday, except on recognized US holidays.
Douglas, AZ – 25 Units Required
Dwelling units must be located in a safe and convenient location within a 10 mile radius of 1608 S. Kings Highway, Douglas, AZ 85607. Each proposed location must pass a National Guard physical security inspection to ensure domestic, AZNG, DoD anti-terrorism and force protection standards. Each double occupancy room shall contain net living and sleeping areas in accordance with local standards. No more than two people shall be assigned to a room or share a bathroom. Clean and sanitary rooms provided, and quality customer service. A single location is preferred. For the purpose of housekeeping services the contractor shall provide services between the hours of 0700-1500 on Monday through Friday, except on recognized US holidays.

b) Conditions: DUs must be well maintained and free from any structural, cosmetic, and functional problems. DUs must meet applicable City and State codes and not pose a health, safety, or fire hazard. Each DU must have hot and cold running potable water. Have a permanently installed, adequately vented heating system and air conditioning.
Rooms: DU must contain (2) separate bedrooms, (1) bathroom, (1) living area, (1) dining area/room, and (1) kitchen.
Bedroom Space: Each individual is required to have at least 135 square feet of bedroom space measured from the interior walls of the bedroom to allow adequate space for an individual bed, dresser, and circulation.
Bathrooms: Primary bathroom must have a shower or bathtub, sink, and a flushable toilet.
Laundry: A clothes washer and dryer installed in each DU or have centrally located laundry room within the facility.
Furnishings: Bedrooms will be furnished with a minimum of a full-size framed bed and mattress, dresser, nightstand, and light fixture per individual. Living areas will include either a sofa or a couch with a sitting chair. Dining area will include a dinner table with four chairs (minimum). Kitchens will include a refrigerator, stove, sink, trash can, cupboards, and microwave. Dishes, flatware, and pots/pans will be provided for (2) individuals per unit. Provide living area and each bedroom with functional TV. Bathroom will include a trash can.
Bedding and Bath: Provide basic bedding consisting of (1) fitted sheet, (1) flat sheet, (1) comforter, (1) comforter cover, (2) pillows, and (2) pillow cases. Provide bath towels consisting (2) hand towels and (2) bath towels per room. Bedding and bath towels will be replaced on contract renewal date.
Cable or satellite service: Provide basic package per room and WIFI internet.
Emergency maintenance: Provide 24 hour maintenance services for each property.
Carpet Cleaning: Provide carpet cleaning service every six months starting from when all required items are fulfilled and when organization receives access into DU’s.
Landscaping and Exterior: Provide all necessary services which include landscaping and exterior maintenance.
Housekeeping service: Contractor shall provide basic housekeeping services for bathrooms, bedrooms, kitchens, and shared living spaces on a monthly basis. Contractor shall provide 48 hour advance notice before each cleaning.
Utilities: Provide basic utilities consisting of electric, water, and waste services.
Cleaning Supplies: Provide a minimum of basic housekeeping materials and waste consisting of (1) mop, (1) mop bucket, (1) vacuum, (1) anti-bacterial cleaning spray bottle with solution, (1) glass spray bottle with solution, (1) toilet plunger, and (1) toilet cleaning brush per bathroom.
Parking: Each DU will require 2 parking spaces and a minimum of one designated parking space.
The period of performance shall be for one (1) Base Years and (1) 6 month Option Years.

All responses to this sources sought notice/market research will be evaluated and used in determining acquisition strategy.

Prior Government contract work is not required for submitting a response under this sources sought synopsis.
