THIS IS A SOURCES SOUGHT ONLY. THIS IS NOT A REQUEST FOR PROPOSALS. This is a sources sought notice to determine the availability of potential business sources capable of providing public safety related information technology (IT) support for Federal Government agencies of the Department of Defense (DoD). The principal agency is the Commander, Navy Installations Command (CNIC) and its Continental United States (CONUS) and Outside Continental United States (OCONUS) customers). This announcement is for informational and planning purposes only and is not to be construed as a commitment by the Government, implied or otherwise, to issue a solicitation or ultimately award a contract. An award will not be made on offers received in response to this notice.
The Government is not responsible for the cost associated with any effort expended in responding to this notice.
The agency facilitates comprehensive data management of employer-required public safety program records and employer-mandated Federal record keeping compliance requirements for itself and its customers. The agency currently provides a Government Owned/Government Operated (GOGO) web application and production servers to host Commercial-Off-The-Shelf (COTS) products that are Contractor Owned/Contractor Operated (COCO). These COTS products are used to manage public safety program responsibilities for itself and its customers. The Government server is located in Norfolk, VA.
The services are to provide an electronic safety data management system that can operate on CNIC���s servers.
The electronic safety data management system must have a web-based capability to collect and report comprehensive information related to occupational safety and health, traffic, fire and emergency service operations, emergency management, anti-terrorism and force protection. The agency supports a customer population of 480,000 system users in 11 Regions at 70 Navy Shore Installations worldwide, including approximately 200 fire stations and 3,030 locally assigned tenant commands. The goal of this Government acquisition is to identify a COTS product (or suite of products) to meet the needs and support the public safety business processes of the Federal environment. This procurement will require participating Federal agencies to make major business process reengineering changes to sue COTS solutions as delivered.
It is recognized that COTS packages provide only a partial solution and will be required to interface to the existing system.
The primary objectives of this contract period of performance are to provide seamless transition of continuing IT Integration and technical support for CNIC including its associated host/tenant relationship responsibilities with DoD/DON customers to meet installation safety mission requirements.
A firm fixed price contract is anticipated. It is anticipated that the contract will have a sixty (60) month period of performance. The required services are currently being provided by HGW and Associates, LLC under N00189-15-C-Z042. It is anticipated that the contract will be solicited in the winter of 2018.
The NAICS code for this acquisition is 541511. Offerors possessing the requisite skills, resources, and capabilities necessary to perform the stated requirement are invited to respond to this market research sources sought via a submission of an executive summary, no more than 3 pages in length. The submission should include the following information: (1) company name, address, point of contact with corresponding phone number and e-mail address, and business size (under NAICS 541511) and (2) relevant corporate experience references.
This relevant corporate experience information should identify the applicable contract number, the total contract dollar amount, contract period of performance.
