Scottish Ministers through the Social Security Directorate (SSD), are looking to award a contract for the creation and delivery of the Assessment Service to support the Scottish replacement benefit for Personal Independence Payment (PIP).
This contract is specifically focussed on the design and implementation of the new assessments service, utilising the technology solution being delivered in a separate contract and running in parallel to this delivery.

Scottish Government is seeking a Service Provider to:
— design the service (through a proposed third party COTS assessments tool) to support Assessments. The requirement includes the service design and development of the business processes and the management of the delivery of the technology solutions to initially support PIP Assessments,
— conduct a review and seek views on how they would interact with the development of the tool to deliver the Assessments capability.

No formal submission is required at this stage. This notice advises potential Tenderers that the Scottish Government will host a Supplier Awareness Event in Glasgow on 11.9.2018 at 10:00
(registration will be 9:30 – 10:00) at the following venue:

We expect the event to last approx 2,5 hours. We would be grateful if your organisation could indicate by 12:00 hrs on 5.9.2018 if you will be attending the Supplier Awareness Event.
Suppliers wishing to attend are required to complete a hard copy of the attached Non Disclosure Agreement (NDA) which has first been physically hand signed and then scanned and return it to morepowersprocurement@gov.scot by Friday 7.9.2018.
The event will outline the service requirement, the procurement process and the support available to potential tenderers.
Feedback from the events may help to shape the requirement prior to the start of the formal advertising and tendering process, we are keen to seek views on the inclusion of the common capabilities. The event will be held on a “without commitment” basis and will have no bearing on supplier evaluation or selection. Attendance (or non-attendance) will have no bearing on the tender process.
