Contract Description:
This is a Notice of Proposed Contract Action under the FAR Part 12 Acquisition of Commercial Items and FAR Part 13 Simplified Acquisition Procedures. This notice is for information only; a solicitation will not be issued. THIS IS NOT A REQUEST FOR QUOTATION. No contract will be awarded on the basis of offers received in response to this notice. The associated North American Industry Classification System (NAICS) code is 334111 with a small business size standard of 1,250 employees.
AFRL requires one (1) High Assurance Controlled Interface (HACI) Hardware Appliance.
The Government intends to negotiate a sole source contract with:

The Government has determined that no other source has commercial offerings that can meet this requirement. The HACI appliance is a Cross Domain Solution that acts as guard between different network security levels. HACI provides perimeter security between an untrusted single level/label network and a trusted Need-to-Know (NtK)/Multilevel Security (MLS) network. The product provides physical and logical separation between any trusted and untrusted networks and organizations. HACI also integrates multiple proprietary and commercial products into a single unit to provide organizations with: routing/firewall/proxy services; anti-virus and anti-malware protection; content inspection and filtering; intrusion detection/prevention; access control; and NtK/MLS labeling. This allows the organization to protect the trusted network against penetration from advanced persistent threats on untrusted networks and intentional/unintentional disclosure of protected information across the boundary of any trusted network. The Unified Cross Domain Services Management Office (UCDSMO) requires all assessments be conducted with a replication of the current Operational Environment, using the exact specifications and configuration as deployed in the Operational Environment. Therefore, the Integration Test and Evaluation Center (ITEC) must procure a HACI to replicate the Operational Environment in order to assess security vulnerabilities as well as comply with the UCDSMO directive.
This is a notice of proposed contract action and not a request for competitive proposals; however, all responsible sources may submit a capability statement or proposal, which shall be considered by the agency. All inquiries should be sent by email to Ashley.Ellinger@us.af.mil. Responses must be submitted by the date/time listed on the notice. Any response to this notice must show clear and convincing evidence that competition would be advantageous to the Government in future procurements.
Responses received will be evaluated; however a determination by the Government not to compete the proposed procurement based upon responses to this notice is solely within the discretion of the Government. The Government anticipates an award date on or before 31 July 2018.
A Sole Source Justification will be attached to the subsequent Notice of Award in accordance with applicable regulation.
