1. INTRODUCTION

The Government is seeking redesign/replacement solutions for old, difficult to repair or replace Airborne Uninhabited Power Supplies.  There is a large inventory of power supplies that need redesign solutions.  While the final acquisition strategy has not been determined, the tentative plan is to award at least 4 contracts in FY19 with a cumulative that value may exceed $100 million. 

The North American Industry Classification System (NAICS) code has not been determined.  The same Information is being requested for NAICS 334419 Other Electronic Component Manufacturing and NAICS 335311 Power, Distribution, and Specialty Transformer Manufacturing.  Please respond to the NAICS that is most appropriate for your company.

 2. BACKGROUND

The 408th Supply Chain Management Squadron (SCMS) plans, directs and manages the activities of the Electronic Warfare (EW) supply chain.  The squadron provides sustainment life cycle management for EW systems to include developing enterprise demand/supply plans, developing/implementing sourcing strategies, executing the supply plan, and executing cognizant engineering authority to meet customer requirements, and manning support.  The 408th SCMS is responsible for 89 systems providing aircraft/aircrew survivability protection in hostile environments by deception, denying functionality, and early detection of enemy weapon systems and includes PODS, Towed Decoys, Infrared Jammers, Radio Frequency Jammers, Missile Warning Systems, Radar Warning Receivers, Chaff & Flare Dispensers, Electronic Support Measures, EW Suite Controllers, and EW Test Sets for the Air Force, other services, and foreign military customers.

This RFI focuses primarily on airborne uninhabited power supplies associated with these systems across multiple platforms within the various services. 

3. OBJECTIVES
The Defense Logistics Agency (DLA) Aviation in conjunction with the Airborne Uninhabited Power Supply Team intends to use information provided in response to this RFI and other market research, to refine the requirement, develop the acquisition strategy and to evaluate alternatives that will deliver the best value solution to supporting the 408th Electronic Warfare Team and other worldwide military customers.

4. REQUIRED CAPABILITIES/SPECIAL REQUIREMENTS 

DLA Aviation would like to identify companies with the capability to design and manufacture airborne uninhabited power supplies.   Power supplies range from low voltage (less than 50 volts) to estimated 20kV high voltage typically with known obsolescence.  Redesign will require full qualification testing to validate conformance with specifications. Data will likely be limited to Form, Fit, Function and Interface (FFFI) data describing performance and testing specifications.
