Contract Description:
The Department of Defense Dependents Schools Activity (DoDEA), in support of the DoDEA-Europe (DoDEA-E) Region, South District, intends to issue a Request for Proposal (RFP)/Solicitation for the acquisition of services for the Student Transportation Security Services Program (STSSP) in Bahrain and Turkey.

This DoDEA acquisition will be a contract or contracts with an Instrument type of “C,” issued on a Fixed Price basis. DoDEA anticipates issuing the contract(s) for the following periods of performance including options:

Base Period: 1 July 2018 – 30 June 2019
(Transition-In Period: approx. 1st 30 days of base period)
Option Period I: 1 July 2019 – 30 June 2020
Option Period II: 1 July 2020 – 30 June 2021
Option Period III: 1 July 2021 – 30 June 2022
Option Period IV: 1 July 2022 – 30 June 2023
FAR 52.217-8/6 month option period: 1 July – 31 December 2023

In support of its education mission, DoDEA-E operates transportation services for students attending DoD schools in eight host nations. DoDEA-E does not own vehicles used for student transportation, nor does it employ drivers or adult safety or security attendants. Student transportation is obtained by contracts with host nation commercial bus transportation companies. The inherent vulnerabilities of student transportation regarding the threat of terrorist and criminal exploitation make it imperative that DoDEA-E operate an active student transportation security services program that is (a) tailored to identification and assessment, containment and reduction of the risk to student security during daily transportation to and from school and home; and (b) that puts in place structure and procedures to respond to and manage en-route security emergencies when they occur.

It is the Government’s intention to publicize a solicitation (with explicit access) for the Security Attendants requirements, plus (Bahrain Only) the conducting of route vulnerability assessments, on FedBizOpps on/about 9 March 2018.

To obtain access to the solicitation, once posted, companies must register and obtain a userid and password from www.fbo.gov. In addition, interested vendors must submit a Solicitation Restricted Access Request. This form must be completed and returned by those interested and eligible to submit proposals before access to the restricted documents will be granted. Please ensure the subject line of the e-mail reflects the correct solicitation number and “Solicitation Restricted Access.”

Vendors who replied to the HE1254-18-R-STSSP, Request for Information (RFI) Source Sought, posting/ or e-mail, and submitted a Capability Statement, will be provided a copy of the Solicitation Restricted Access Request.
This acquisition will be conducted using Full and Open Competition Procedures. The North American Industry Classification System (NAICS) Code is 561612- Security Guards and Patrol Services and the applicable small business size standard is $20.5M. The Government intends to make a Best Value Source Selection Decision using the Tradeoff Process in accordance with FAR Part 15. The instructions for proposal submission will be included in the solicitation. This will be an electronic solicitation release; however, DoDEA reserves the right to send hard copies directly to local vendors in Bahrain and Turkey. Except for local vendors, TELEPHONE, E-MAIL AND FAX REQUESTS WILL NOT BE ACCEPTED.

With the exception of local vendors, deemed as interested parties, all future information concerning this acquisition, including solicitation amendments, will be distributed through this website. Interested parties are responsible for monitoring these sites to ensure you have the most up to date information about this acquisition. Hard copies of the solicitation will not be available. The website will provide downloading instructions to obtain a copy of the solicitation. All contractors doing business with the Federal Government must be registered in the System for Award Management (SAM) database. The website for registration is www.sam.gov.

As a note, due to an established economic agreement between the United States Government and the Government of Turkey, DoDEA intends to solicit Turkish vendors for the requirement within the country of Turkey as required by the Defense and Economic Cooperation Agreement, Supplementary Agreement 3, Article VI. If DoDEA is not able to solicit and make the pursuant award to a vendor within the country of Turkey, DoDEA reserves the right to solicit and make an award to a business concern outside of Turkey.
