Subject: Preventive, Remedial, and Emergency Maintenance Service of Environmental Monitoring System for Walter Reed Army Institute of Research (WRAIR)

THIS IS NOT A REQUEST FOR PROPOSALS (RFP) OR A REQUEST FOR QUOTATIONS (RFQ); IT IS STRICTLY A REQUEST FOR INFORMATION (RPI). NEITHER UNSOLICITED PROPOSALS NOR ANY OTHER KINDS OF OFFERS WILL BE CONSIDERED IN RESPONSE TO THIS RFI. NO CONTRACT WILL BE A WARDED PURSUANT TO THIS ANNOUNCEMENT.

1.0 DISCLAIMER: This RFI is issued solely for information and planning purposes and does not constitute a solicitation. Neither unsolicited proposals nor any other kind of offers will be considered in response to this RFI. Responses to this notice are not offers and will not be accepted by the Government to form a binding contract. Responders are solely responsible for all expenses associated with responding to this RFI All information received in response to this RFI that is marked Proprietary will be handled accordingly. Responses to the RFI will not be returned. At this time, questions concerning the composition and requirements for a future RFP will not be entertained.

2.0 SUBJECT: The Walter Reed Army Institute of Research (WRAIR) is conducting market research for preventive, remedial, and emergency maintenance service required on a Government owned DATATRON EXT System, SN: 18ZY9F1 and all components thereof. Environmental Monitoring hardware and software that is currently installed throughout the Walter Reed Army Institute of Research (WRAIR)/ Naval Research Medical Command (NMRC) campus for the monitoring of Temperature Sensitive Materials (TSM). The Information Management Division is responsible for the administration and technical monitoring of the Environmental Monitoring Freezer/Refrigeration system.

3.0 BACKGROUND: The Information Management Division (IMD), Bldg. 500 at WRAIR, Silver Spring, MD develops, implements, and maintains information and telecommunications systems for use by individuals for the WRAIR and NMRC. Many of the systems managed are unique scientific systems related directly to specific research projects. All Army and Navy standard required systems are maintained and utilized for administrative processing.

4.0 Response Instructions:

Minimum Requirements

Respondents should address the following in their capabilities statement:

Specific Tasks:
Scope of Work. The contractor shall install, validate, and perform preventive and required maintenance in accordance with manufacturers’ instructions on the Environmental Monitoring System at WRAIR & NMRC. The contractor shall furnish all replacement parts, labor, and travel costs necessary to perform preventive and required maintenance. The contractor shall develop a plan for preventive maintenance of the Environmental Monitoring System (Deliverable 1). The contractor shall add new data points to the system as requested and/or required. The contractor shall provide standard calibration of all eleven-hundred (1100) points on the Environmental Monitoring System as per NIST regulations once every twelve (12) months or as required by 21 CFR Part 11. The contractor shall respond to request for repair service within forty-eight (48) hours of request. The contractor shall provide twenty-four (24) hour hotline support where WRAIR/NMRC affected personnel can call and request for support. The contractor shall provide, at no additional cost to the U.S. Government, updates and software changes that affect Environmental Monitoring System.

Security Certification and Accreditation Support: The contractor shall comply with all regulations, policies and directives of the Dept. of Defense, the Dept. of Army, WRAIR, and their respective commands, including but not limited to areas of information technology, information security, system administration, software, hardware, equipment, and responses to requests for information. The contractor shall provide required support to ensure the system Certification and Accreditation (C&A) is done in compliance with Department of Defense (DoD) requirements and guidelines. In accordance with the RMF, the contractor shall provide the artifacts required to validate compliance with DoDI 8500.2 IA controls necessary to support the evaluation of a Mission Assurance Category II (MAC II) Confidentiality Level (CL) Sensitive system (Deliverable 2). The contractor shall make available all persons and products necessary to support the validation of the security of the developed product(s) and supporting sites.

The contractor shall identify all changes affecting the architecture of systems or sites for which it is responsible for the development, operations, and maintenance. The contractor shall provide updated documentation outlining the proposed architecture changes (Deliverable 6) to the contracting officer for review by the WRAIR Information Assurance Manager (IAM) prior to making such changes. Proposed architectural changes shall be presented to the WRAIR IAM nine months prior to expected deployment. Once approved, the contractor shall update all applicable RMF documentation to include the approved design. The contractor shall provide the support necessary to ensure the successful certification update or full Certification and Accreditation (C&A) activities to include:
• Assessment Kick-off
• Documentation updates
• Security assessment support
• Remediation activities
• Mitigation validation support
• Service Certificate of Networthiness (CoN) support or replacement
