Contract Description:
This is a Request for Information (RFI) announcement only: there is no solicitation available at this time. The Government does not intend to award a contract on the basis of responses or to otherwise pay for the information solicited. All proprietary information shall be marked as such.
The Transportation Security Administration is issuing a Request for Information (RFI) to research the market place for information about the IT (Information Technology) industry’s commercial-off-the-shelf (COTS) software solutions for database monitoring. Vendors are encouraged to include the Manufacturer’s Guidelines for Minimum Systems for the COTS product(s) suggested. Vendors are encouraged to include any maintenance, support and/or lifecycle information of the COTS product(s) suggested. Vendors are encouraged to identify both types of software licenses; perpetual or term. Vendors are encouraged to propose a set of tools which best fulfill TSA’s requirements, which are enumerated in the subsequent sections of this document. The tool(s) suggested to support Oracle may be distinct from the tools suggested to support Microsoft SQL Server. TSA does not require an enterprise monitoring solution, nor is there a requirement for interoperability between the Oracle and Microsoft SQL Server tools.
This RFI is solely intended to obtain Market Research information in accordance with the Federal Acquisition Regulation (FAR) Part 10 and 15.201(e). The Government does not presently intend to award a contract, but wants to obtain price, delivery, other market information, or the technical capabilities and available COTS solutions for planning purposes. This RFI does not constitute an Invitation for Bid (IFB), a request for Proposal (RFP), a Request for Quotation (RFQ) or an indication that the Government will contract for any of the items and/or services referenced in this notice. This RFI is for information and planning purposes. Although “proposal” and “offeror” may be used in this RFI, your response will be treated as information only. It shall not be used as a proposal. All responses will become the property of the Government, and will not be returned to respondents. This RFI is seeking several capabilities; vendors are encouraged to reply to all or one.
Scope of the Product, Service, or Outcome:
1. Database Software Tools Licensing (Oracle and Microsoft SQL Server)
2. Database Software Tools Maintenance, including patch upgrades (Oracle and Microsoft SQL Server)
3. Database Software Tools Support for issue and problem resolution (Oracle and Microsoft SQL Server)
The requirement is for the contractor to the provide the specific Database Tool Licenses, maintenance and support for operation on the TSA enterprise systems and subscription services for upgrades, patches, problem and issue resolution, based on the following salient characteristics.
Development Functionality (Oracle)
• Automated traditional DBMS_OUTPUT debugging
• Advanced ER Diagram with HTML reporting and e-mail
• Build database code dependencies diagram (Code Road Map)
• Compare code difference in database objects and files
• View multiple results sets from executed SQL scripts
• Load and unload multiple Java source files
• Store PL/SQL execution parameters for re-use
• Browse Oracle Export file content and selectively extract objects and data
• Automatically identify unit tests out of synch with corresponding database source objects
• Automate functional code test creation and unit test execution
Code Analysis and SQL Tuning (Oracle)
• Trace user sessions and visually display Oracle Trace file output
• Automate code analysis and validation against SQL and PL/SQL coding best practices
• Automated, configurable, objective code review & analysis with reports, maximizing code quality
• Identify coding best practice violations dynamically during editing
• Identify problematic SQL directly from database objects, files and source code
• Automate SQL rewrites to locate the most- efficient SQL alternative (internal to Editor and full external optimizer)
• Optimize multiple SQL statements in batch in context with the source code and provide optimized code
• Seek Oracle SQL tuning suggestions via the Oracle Tuning Advisor (requires Tuning & Diagnostics Packs)
• Recommend indexing changes based on continuous database workload assessment
• Analyze impact of changes to database environment through index simulation
• Test SQL and PL/SQL for scalability under simulated user loads to validate performance under production conditions
• Track real-time SQL executions from client applications to help locate issues or perform QA
• Track real-time SQL executions on test or development servers to help locate issues or perform QA on client applications
Schema, Data and Change Management (Oracle)
• Advanced, highly productive data grids offering simple column selectivity and grouping ü No column grouping

TSA requires a suite of tools to monitor, diagnose and optimize SQL Server operations.
SQL Server Monitoring:
The following salient characteristics are listed below pertain to SQL Server monitoring and diagnosis.
• Display SQL Server infrastructure health at a glance, in a single console. Provide visualization of the enterprise SQL Server environment via topology views, a heat map and graphical rendering of the SQL Server architecture.
• Monitor SQL Server’s Analysis Services relational engine, as well as Windows
• Enable the extension of robust built-in metrics and alarms by allowing creation of custom collections and alerts.
• Facilitate resolution of issues quickly, including (but not limited to) long-running processes, blocking locks and deadlocking.
• Provide around-the-clock agentless monitoring from a centralized diagnostic server for a single view across multiple clients; display alarms and notifications when performance deviates from preset operating thresholds.
• Allow the user to create multiple diagnostic workflows, including detailed wait state/workload analysis and deadlock detection, and diagnostic drilldowns. Assist the user in accurately recognizing symptoms to identify and correct the root cause of any diagnostic challenge. Provide the capability to classify groups of wait events to provide an overall health rating for the SQL Server instance.
• Provide the ability to research historical dashboards and diagnostic drilldowns to determine the time an incident occurred and allow the user to step through it in slow motion.
• Provide the ability to monitor the SQL Server environment and run SQL Server diagnostics directly from a web browser. Diagnostics must be capable of pinpointing possible contributors to CPU and I/O pressure in the SQL Server instance.
• Allow the user to analyze workload elements and wait stats by database, application, user, host or SQL statement, and allow the user to drill down to determine the biggest contributors to the SQL Server workload.
• Provide context-specific dashboards and drilldowns for the SQL Server instance, the underlying operating system, the VM layer, replication, analysis services and high availability.
• Allow the user to establish custom thresholds or create counters specific to the environment. Allow the user to create rule-based actions and define planned outages on a one-time or recurring basis.
• Allow the user to highlight long-running queries and suboptimal code, and immediately tune, benchmark and investigate indexing strategies.
• Provide historical trending and reporting of the SQL Server environment using views or client-side reports.
SQL Server Development Automation and Query Optimization:
The following salient characteristics listed below pertain to SQL Server development automation and query optimization.
• Provide comprehensive automation of SQL Server development, deployment and administration tasks.
• Automate and schedule routine SQL Server tasks. Provide management of SQL Server jobs and Windows tasks simultaneously through a single console for one or multiple servers.
• Allow the user to execute SQL scripts across multiple SQL Server instances.
• Allow the user to compare and synchronize SQL Server schemas, objects and data. Perform data, schema and server comparisons. Display comparison results and generate the change scripts needed to update the target environment. Allow scripts to be run interactively or scheduled.
• Provide the capability to recover schema and data from online transaction logs and backup files. Allow the user to easily review and recover from operations like altered stored procedures, truncated data or inserts, updates and deletes. Provide a log reader to mine and research issues present within backup files and transaction logs.
• Automate SQL performance tuning. Identify potential performance issues, automate SQL optimization and generate the best-performing SQL alternatives. Perform index optimization and plan change analysis.
• Allow the user to reference all SQL statements executed against the database environment. Provide the ability to search, recall and save statements for review and reuse.
• Perform advanced SQL and T-SQL script debugging. Allow the user to analyze and debug code, to set breakpoints, to debug nested calls, and to monitor local, global and custom variables and expressions.
• Provide space management and defragmentation analysis capabilities.
This RFI is the only announcement and includes all information available for this request. Electronic responses to this RFI are requested, and size is limited to 8MB with no more than 10, letter-sized pages in length. Type shall be no smaller than single-spaced 12 Times New Roman font. Included in the 10 pages shall be all images, data displays, charts, graphs and/or tables. Attachments (product brochures) may be submitted and will not be included in the page limit. All submissions shall include the RFI # in the subject line of the e-mail. These submission instructions will apply to any future RFI correspondence, as applicable. Respondents are solely responsible for ensuring their response was received by the Contracting Officer; the Government does not intend to entertain or answer questions or telephonic inquiries prior to the response date. Interested businesses are required to submit their business size status and DUNS, confirm SAM registration status, and if applicable their General Service Administration (GSA) Schedule Contract or Multiple Award Contract (MAC) information. In addition, if interested businesses utilize value-added-resellers (VARs) through GSA and/or DHS First Source II Contract holders, respondents should include this information with the response. The Government will not be responsible for any costs incurred by interest parties in to this request for information.
