Contract Description:
A market survey is being conducted to determine if there are a reasonable number of interested small business
concerns to set this future project aside for them. If your firm is a Small Business, certified HUBZone, 8A, Woman-Owned Small Business or Service Disabled Veteran Owned Business and you are interested in this project please respond appropriately.

1. The proposed project is to conduct a Full Facility Revitalization (FFR) including renovation of an existing Army Reserve Center (ARC) and site at Conroe, TX. This will be a Design/Build project to fully renovate 58,000 SF of a 600-member Army Reserve Center (ARC) Training Building and renovation of asphalt parking areas and associated grade and drain work. The building will be completely revitalized to include all interior spaces, roof; heating, ventilation and air conditioning (HVAC); and plumbing, mechanical, security, communication, data and electrical systems. Supporting facilities include land clearing, paving, fencing, general site improvements and utility connections. Accessibility for the disabled will be provided. Anti-Terrorism/Force Protection (AT/FP) and physical security measures will be incorporated into the design. Sustainability/Energy measures will be provided. Facilities will be designed according to the USAR Design Guide, and to a minimum life of 40 years in accordance with DoD’s Unified Facilities Criteria (UFC 1-200-02) including energy efficiencies, building envelope and integrated building systems performance.

2. Estimated Performance Period: 900 days.

3. Construction Cost Limit (CCL) and Programmed Amount (PA): The CCL is the estimated construction award amount and does not include real estate, S&A, DDC or contingency. CCL is estimated at between $10,000,000.00 and $25,000,000.00

4. Criteria:
Provide brief descriptions of your firm’s past experience on up to three (3) projects with greater than 90% construction complete or those projects completed within the last five years which are similar to this project in size and scope. Demonstrated experience must include identification of self-performing 15% of the construction.

Projects considered similar in scope to this project includes complete renovation of buildings similar to Army Reserve Centers, Armed Forces Training Centers, National Guard, or other Federal Agency Office Buildings, Commercial Multi Story Office Buildings, and Higher Education Facilities such as high schools and university buildings and includes architectural, structural, mechanical, electrical, plumbing, data and communication systems renovations, and civil and site renovation work. Projects may also include new construction; however, project scope shall be at least 50% complete building renovation, measured in square footage. If replying with projects that are combined new and renovation construction, clearly delineate (based on square feet) the renovation versus new construction portion and percent (%) of the project.

Projects considered similar in size to this project include complete renovation projects that include a minimum of 40,000 square feet of renovated building.

Based on definitions above, for each project submitted include:
a. current percentage of construction complete and the date when it was or will be completed
b. scope of the project (delineate new and renovation scope if applicable)
c. size of the project (delineate new and renovation square footage if applicable)
d. dollar value of the project (delineate new and renovation value if applicable)
e. the portion and percentage of work that was self performed
f. Identify whether the project was design/build or not.

Small Businesses are reminded under FAR 52.219-14, Limitations on Subcontracting, they must perform at least 15% of the cost of the contract, not including the cost of materials, with the firm’s own employees for general construction-type procurement. Include the percentage of work that will be self-performed on this project, and how it will be accomplished.
