CONSTRUCTION FOR BYPASS PROJECT BETWEEN HIGHWAY TO SANTA ANA AND HIGHWAY TO SONSONATE (CA: 01W-CA: 08W).

The United States of America through the Millennium Challenge Corporation (MCC, for its acronym in English) and the Government of the Republic of El Salvador (the “Government” or “GOES”), have entered into a Millennium Challenge Grant Agreement, for an amount of US$365.2 million (US$277 million from United States of America Government, through the Millennium Challenge Corporation and US$88.2 million from the Government of the Republic of El Salvador) (“Grant Agreement”).

 

The Grant will be used to support the following activities: 1) Human Capital Project, 2) Investment Climate Project, 3) Logistical Infrastructure Project; and, 4) the installation and administration costs of the agency responsible for the implementation.

 

The Government, acting through “El Fondo del Milenio II”, hereinafter referred to as “FOMILENIO II”, intends using part of the Funds for eligible payments under the terms and conditions established in the contract resulting from this “Competitive Bidding” (CB) method procedure, in a transparent and financially viable manner, according to the following detail:

DATE AND TIME (*1) OF PRE-BIDDING MEETING: Thursday, September 26, 2019, at 9:00 a.m.

 

DATE AND TIME (*2) LIMIT OF RECEIVING BIDS: No later than Friday, October 25, 2019, until 10:00 a.m.

The pre-bidding meeting will be held at the FOMILENIO II Office, or at the place that is communicated promptly through a Clarification Note, which FOMILENIO II will publish on its website, and will send by email to interested persons, who have registered their email for this procurement on the FOMILENIO II website. Although it is not a mandatory meeting, it is highly recommended to attend all interested parties or their representatives.

 

Payments from FOMILENIO II shall be subject, in all respects, to the terms and conditions, including restrictions on the use of MCC funding agreement. No party other than the GOES and FOMILENIO II shall be rights about the Agreement and shall be entitled to claim funds or resources of MCC.

 

Be excluded from participation in this procurement to any person or entity within the blacklist or suspended from participating in procedures funded by the World Bank or Federal Government funding of the United States of America, or otherwise prohibited by law of the United States of America or executive orders or policies, including under any existing anti-terrorism policy.

Interested persons who register through the FOMILENIO II website, their e-mail address, general data and expressing their interest in participating in this specific procurement, will receive notifications via the e-mail registered, related to clarification notes, amendments or any other necessary information related to this procurement, issued during the period specified in the Bidding Document. All bids must be submitted in the Spanish language, per the authorization for the use of the Spanish language, granted by MCC to FOMILENIO II, issued on January 26, 2015. Bids must be delivered and registered at the address mentioned below, no later than the deadline time and date indicated in the bidding document.

 

Interested persons should be aware that customs formalities and shipping distances might extend the estimated delivery time. Bids that arrive after the established deadline time and date will be returned unopened.
