Contract Description:
The South Dakota Air National Guard, Joe Foss Field ANG Base, Sioux Falls, SD intends to issue an Invitation for Bid (IFB) to award a single, firm fixed-price (FFP) contract for services, non-personal, to provide all plant, labor, transportation, materials, tools, equipment, appliances and supervision necessary for Project # LUXC099042 Construct Aircraft Maintenance Facility. Project includes demolition of existing structures, construction of a 45,780 square foot maintenance facility to include but not limited to administrative offices, general purpose shop areas, SCIF area(s), and an avionics shop area. The project includes but is not limited to the construction of maintenance shops/administrative areas, on a reinforced concrete foundation and concrete floor slab, steel frame, masonry, insulated metal panels, and prefabricated concrete walls, with a sloped metal roof with insulation and a fully adhered membrane, interior gypsum walls with options for demountable walls, HVAC systems, communications wiring/infrastructure, restrooms, millwork, utilities, access pavements, fire protection/detection, fire suppression, site work, anti-terrorism force protection measures including IDS, erosion control, drainage structures and landscape. Site work includes but not limited to water, electrical, communications, natural gas, sanitary sewer, and storm sewer connections to existing infrastructure. This project shall meet LEED SILVER Certifiable level of construction; Energy Policy Act of 2005 compliance; and Executive Order 13423 compliance. In addition to a base price for the work described above, the solicitation includes Government Additive Bid Items (ABIs). There will be a total of twelve (12) ABIs. ABIs are as follows (listed in order of priority): 1 – East parking lot, patio, and fences, 2 – Demountable partitions in WSMM, 3 – Personal and PPE lockers, 4 – Higher quality wall finishes, 5 – West breakroom cabinets, 6 – Interior LED light fixtures, 7 – Higher quality floor finishes, 8 – Folding panel (operable wall) in AMU, 9 – Additional small lockers, 10 – Sunscreens and rain canopies, 11 – Motorized projection screen and lift, 12 – Frost stoop heating at south and east. The solicitation will include a BRAND NAME JUSTIFCATION for the MONACO – fire alarm reporting system; the Best Access Systems – door locks; and the ADVANTOR Intrusion Detection Systems. Your attention is directed to FAR CLAUSE 52.219-14(c)(3) Limitations on Subcontracting which states “By submission of an offer and execution of a contract, the Offeror/Contractor agrees that in performance of the contract, the concern will perform at least 15 percent of the cost of the contract, not including the cost of materials, with its own employees” applies to this project. The contract duration is 455 calendar days after issuance of the Notice to Proceed (NTP). This project is set aside 100% for Small Business. The North American Industry Classification (NAICS) Code is 236220, with a size standard of $36.5 million average annual revenue for the previous three (3) years. The magnitude of this construction project is anticipated to be between $10,000,000 and $25,000,000.
The solicitation is tentatively scheduled to be released on-or about June 12, 2019. A pre-bid conference is tentatively scheduled for June 19, 2019 12:30 P.M. local time. The location of the pre-bid conference will be in the solicitation. Interested contractors are encouraged to attend and shall follow conference registration and base access requirements shown in the solicitation. Prospective bidders will be given an opportunity to attend an organized site visit following the pre-bid conference. Contractors who do not already have a MPIN are advised that the normal processing is 7 to 15 business days to obtain a MPIN password that will give them access to the plans and specifications, which are located in the controlled access location on FBO. Bidders who have registered with FBO must access the data for this solicitation with their MPIN. Bidders cannot log into the FBO home page and search for data. This solicitation is a competitive bid and there will be a formal public bid opening.
