Contract Description:
The Centers for Disease Control and Prevention intends to award a sole source firm fixed price purchase order to Johnson’s Controls, Inc. for a yearly support access agreement for 12 users for the Metasys ADX Software Server. The CDC has an enterprise size installation of JCI’s BAS control system. This systemhas been classified as a High Value Asset as part of the Security Assessment and Authorization process. The CDC requires timely responses to security inquiries as critical system flaws are discovered that may impact the BAS. Further, the CDC’s BAS Electronics Technicians need access to the direct support to resolve facility issues as quickly as possible to minimize service disruption to CDC programs. Only JCI, as the manufacturer of the control system, can provide the level of technical support required. Only the manufacturer can provide the proper guidance on their planned response to critical security flaws discovered by security researchers that may impact the BAS (Such as SPECTRE and Meltdown). No other source has access to JCI’s source code and product engineering. This contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 13.106-1(b) (SAP) and 41 U.S.C. 3304(a)(1). Interested persons may identify their interest and capability to respond to the requirement or submit proposals.
This notice of intent is not a request for competitive quotations; however, all quotations/responses received within five (5) days of the issuance of this notice will be considered by the government. A determination by the government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
