THIS IS A REQUEST FOR INFORMATION (RFI) ONLY – This RFI is issued solely for information and planning purposes – it does not constitute a Request for Proposal (RFP) or a promise to issue an RFP in the future. Solicitations are not available at this time. Requests for a solicitation will not receive a response. This notice does not constitute a commitment by the United States Government (GOV) to contract for any supply or service whatsoever. All information submitted in response to this announcement is voluntary; the GOV will not pay for the requested information, nor will the GOV compensate any respondent for any cost incurred in developing information provided to the GOV. Not responding to this RFI does not preclude participation in any future RFP, if any is issued. If a solicitation is released, it will be synopsized on the Army Single Face to Industry (ASFI) unless exempt from synopsis.
The US Army Contracting Command – New Jersey (ACC-NJ-IT) is exploring potential sources to support of the Army’s Antiterrorism Program by fulfilling requirement pursuant to Section 8(a) of the Small Business Act, as amended (15 U.S.C. 637(a)), in accordance with Federal Acquisition Regulation (FAR) Subpart 19.8, and the current Partnership Agreement between SBA and the Department of Defense (DoD). Contractor functions include program management, administrative actions, development of Army policies and doctrine, information technology support for new and existing web services, strategic communications and engagements, antiterrorism training efforts, program assessments, and resource development and management.
PLACE OF PERFORMANCE: The work shall be performed at the Provost Marshal General, Antiterrorism (AT) Division in the Pentagon (Washington DC), unless an alternate location is authorized by the Chief AT Division due to exigent or unforeseen circumstances.
PROGRAM BACKGROUND: The Chief, Operations Division (DAPM-OPS), Office of the Provost Marshal General, serves as the Staff Action Agent for the Army’s Program on Antiterrorism. The Chief, Antiterrorism Division (DAPM-OPS-AT) is designated as representative to administer the AT Program to meet mission requirements on policy, training, assessments, strategy, force protection threat information sharing, antiterrorism requirements development, antiterrorism strategic communications, eGuardian program management and conference planning support.
REQUIRED CAPABILITIES:
The Contractor shall provide research, and produce a broad range of technical, policy and doctrinal writing support services in support of the areas specified in Program Background (above). Further detail is provided in the draft Performance Work Statement (PWS) attached to this announcement (Attachment 1).
If your organization is eligible under SBA 8(a) Program and has the potential capacity to perform these services, please provide the following information: 1) Organization name /CAGE Code, address, email address, Web site address, Point of Contact (POC) / telephone number, and SBA 8(a) Case Number; and 2) Tailored capability statements addressing the particulars of this effort, with appropriate documentation supporting claims of organizational and staff capability. If significant subcontracting or teaming is anticipated in order to deliver technical capability, organizations should address the administrative and management structure of such arrangements.
The Government will evaluate market information to ascertain potential market capacity among 8(a) vendors in the Washington DC area to: 1) provide services consistent, in scope and scale, with those described in this notice and otherwise anticipated; 2) secure and apply the full range of corporate financial, human capital, and technical resources required to successfully perform similar requirements; 3) implement a successful project management plan that includes: compliance with tight program schedules; cost containment; meeting and tracking performance; hiring and retention of key personnel and risk mitigation; and 4) provide services under a performance based service acquisition contract.
SPECIAL REQUIREMENTS:
Personnel and Facility Security Clearances. The contractor and/or subcontractor(s) personnel to perform work and involved in processing classified information. Contractor must show that it meets personnel security clearance requirements at time of proposal submission, and must maintain the level of security required for the life of the contract. A DD Form 254 Contract Security Classification Specification shall apply to this requirement and the prime contractor shall have or demonstrate ability to obtain a Top Secret Facility Clearance.
ELIGIBILITY:
The applicable NAICS code for this requirement is 541990 (All Other Professional, Scientific & Technical Services) with a Small Business Size Standard of $15.0 M. The Product Service Code is R406 or R499.
ADDITIONAL INFORMATION AND SUBMISSION DETAILS (CAPABILITIES STATEMENT)
A draft PWS with qualifications description of Contractor personnel is attached for review. (Attachment 1)
Only 8(a) small businesses are requested to submit a capabilities statement of no more than ten (10) pages in length. Capability packages must not exceed ten (10) pages and must be submitted electronically. All contractor questions must be submitted no later than 12-noon ET 20 February 2018. The deadline for response to this request is no later than 2 pm, EST 26 February 2018. All responses under this Sources Sought Notice must be e-mailed to ACC-NJ-IT via carmel.m.costa.civ@mail.mil. Reference W15QKN-18-R-01JO/AT Program in the subject line.
This documentation must address at a minimum the following items:
1.) What type of work has your company performed in the past in support of the same or similar requirement?
2.) Can or has your company managed a task of this nature, scope and complexity? If so, please provide details.
3.) What specific technical skills does your company possess which ensure capability to perform the tasks?
4.) Provide a statement including current small/large business status and company profile to include number of employees, annual revenue history, office locations, DUNs number, etc. Identify any existing Multi-Agency Contract (MAC) vehicles for the GOV to utilize.
5.) Include in your response your ability to meet the security requirements.
The estimated period of performance consists of a base year plus 2 option periods (each one-year term) with performance commencing in April 2018. The contract type is anticipated to be Firm Fixed Price for Labor and Cost Reimbursement (No Fee) for Travel.
Your response to this Sources Sought Notice, including any capabilities statement, shall be electronically submitted to the Contract Specialist, Carmel Costa, in either Microsoft Word or Portable Document Format (PDF), via email .
All data received in response to this Sources Sought that is marked or designated as corporate or proprietary will be fully protected from any release outside the Government.
No phone calls will be accepted.
All questions must be submitted to the contract specialist identified above. The Government is not committed nor obligated to pay for the information provided, and no basis for claims against the Government shall arise as a result of a response to this Sources Sought.
