The goal of the project is to improve the performance of actors in selected agricultural value chains that are particularly vulnerable to climate change.
The contractor will be responsible for carrying out in-depth analyses of several agricultural value chains in the South and Southeast of Madagascar, covering the four dimensions “Economy/Market”, “Inclusivity”, “Environment” and “Climate risk“. The results of the assignment will be used to inform the project’s activities to foster the respective value chains.

II.2.4) Description of the procurement
The Contractor will be responsible for carrying out in-depth analyses of 13 agricultural value chains in the South and Southeast of Madagascar, covering the four dimensions “Economy/Market”, “Inclusivity”, “Environment” and “Climate risk”. The main part of the data collection will be conducted in the three regions Androy, Anosy and Atsimo-Atsinanana, with certain activities also being implemented in the capital Antananarivo. Data collection includes both quantitative and qualitative approaches and the respective tools need to be adapted to the regional contexts. Some of the target areas in the three regions are remote locations with very limited infrastructure, only accessible by 4×4 vehicle or motorbikes.
The results of the assignment will be used to inform the project’s activities to foster the respective value chains. Moreover, certain information generated through the analyses will contribute to the baseline of some of the project’s results indicators. In addition to the project itself, the main target groups for the assignment’s results are the actors of the respective value chains, political decision makers on national and regional level, as well as other donor organisations active in the project regions.
The Contractor will carry out seven main tasks to complete the assignment:
1) preparatory meetings with GIZ/PrAda and its main partners;
2) preliminary data collection and analysis;
3) conceptual and methodological preparations;
4) data collection in the three regions;
5) data cleaning, processing and analysis;
6) presentation and discussion of results on regional and national level;
7) finalisation of report and deliverables.
The completion of each task should to the extent possible also include capacity building measures for the project’s main partners on national, regional and local level.
The assignment has a duration of 6 months (1.8.2018 — 31.1.2019) and requires both national and international expertise. The Contractor will make available one international team leader, 1 national coordinator as well as a pool of international and national experts.

Precise information on deadline(s) for review procedures:
According to Article 160, Section 3 of the German Act Against Restraint of Competition, application for re-examination is not permissible insofar as:
1) the applicant has identified the claimed infringement of the contract award regulations before submitting the application for re-examination and has not submitted a complaint to the commissioning party within a period of 10 calendar days; the expiry of the period pursuant to Article 134, Section 2 remains unaffected;
2) complaints of infringements of contract award regulations that are evident in the notice are not submitted to the commissioning party at the latest by the expiry of the deadline for the application specified in the notice or by the deadline for the submission of bids;
3) complaints of infringements of contract award regulations that first become evident in the tender documents are not submitted to the commissioning party at the latest by the expiry of the deadline for application or for the submission of bids;
4) more than 15 calendar days have elapsed after receipt of the notification from the commissioning party that it is unwilling to redress the complaint.
Sentence 1 does not apply in the case of an application to determine the invalidity of the contract in accordance with Article 135, Section 1 (2). Article 134, Section 1, Sentence 2 remains unaffected.
